{UAH} UK prisoners will be given the keys to their cells as a reward for good behaviour

In the New Uganda We Want To Build After The End Of The Rwandan Occupation Of our Country, We Will Also Liberalise The Prison System, Making It A system For Reform, Rather Than An Institution For Torture And Suffering As It is Now Under Kayibanda Museveni. There Will Be A Graduation Of Jails, From The Maximum Security Ones That Will Hold Dangerous Criminals Such As Ex-NRA Terrorists, Rapists And Murderers, To Low Security Prisons In The Second Tier, And To The Open Prisons Where Prisoners Are Allowed Out During The day And Even During The Weekend As Reward For Good Behaviour. At All Costs, We Shall make Our Prisons Places of Reform, And Not A Living Hell Like Nalufenya As They Are Now..
