{UAH} Why are Ugandans so daring and mad?

They are not high on drugs, not drunker and in seemingly good
functioning state. How do psychologists explain what is going on into
Ugandans heads?
On a visiting day a week ago, at a certain boarding school there came
a man who pretended to be a parent.
Unrecognised, he sat around talking with other parents and taking time
to watch as parents who had brought school paid it in cash to the
bursar.
As the day winds down and many parents have left the school, he takes
out a short gun and demand the days collection from the bursar.
Fortunately one brave parent pounced on him wrestling him down before
others came in to rescue the bursar now at gun point.
The man was handed to the police after a thorough beating!
