Thank you Madam Speaker,

I rise to ask the Rt. Hon. Prime Minister about the increasing incidents of murders, kidnaps and torture of many people in our country.

Madam Speaker, two days ago, a woman called Nalongo Kibalama came to see me. Mrs. Kibalama was crying. She was dejected and completely devastated. Madam Speaker, this woman is a wife to a citizen of this country called Kibalama Johnbosco, a politician and supporter of People Power who was last seen on 3rd June this year. More than a month later, efforts to trace him have been futile. His family and friends reported to police, but to date no one knows whether he is dead or alive.

Mr. Kibalama is one of the countless citizens of this country who have gone missing. In many cases such people have been discovered dead, and several of them have come out to talk of how they were kidnapped by security agencies in this country.

Indeed, Madam Speaker, only last week, two lawyers in this town, Mr. Patrick Mugisha and Mr. James Mulira were abducted by security operatives and taken into illegal detention by ISO. Colleague Members, I am sure many of you watched the CCTV footage of how lawyer Patrick was picked from his office and driven away by security operatives. When he came out, he spoke of how ISO operatives were forcing him to sign some documents.

A few weeks ago, Joseph Kabuleta a former journalist and preacher was kidnapped by security operatives and bundled into a private vehicle. He came out speaking about how he was tortured from custody. I want to ask the Prime Minister to tell this Parliament and the country, whether he still thinks their human rights record is better than Idi Amin's human rights rexord who they are always abusing and castigating! I would love to ask the Prime Minister to address us on why ISO, CMI, Military Police are taking over the Constitutional duties of the police force, and holding citizens in unlawful detention centres for long periods of time!

I would also love to ask the Prime Minister why People Power supporters are being targeted by some elements within the forces. We have received so many reports from people who are constantly persecuted or harmed for identifying with People Power. Madam Speaker, as we sit here, a 21 year old young man is being buried in Kasana, Luwero. He was knocked by a police vehicle as he waved at me on my way from Gulu. The police officers did not even bother to stop and give him first aid. He was rushed to hospital by well wishes and declared dead a short while later. Many of our supporters are arrested for putting on People Power caps. Rt. Hon. Prime Minister, is it an offence to belong to People Power or identify with it? As we speak, we are not satisfied with police narratives that our colleague Alinda Michael, aka Ziggy Wyne died in a car accident because of so many contradictions and inconsistencies in their reports.

Madam Speaker, this is coupled with so many unexplained murders, disappearances and torture of our people generally. Can the Rt. Hon. Prime Minister, respond in specific terms why security agencies which we pay to protect us should treat the citizens in this manner?
