{UAH} Informal Sector

All people working in Nakasero Market in the middle of the city do not pay taxes

BodaBoda and Taxi Drives a very big population too does not contribute
to NSSF on their monthly incomes.

There is massive property development almost all over the country- but
there is no streamlined taxation from derived incomes.

Every morning there is a huge flood of fresh food and animal products
into the towns and cities. Although farmers incomes are small due to
society disorganised structure their contribution to the state is
marginal if there is any at all.

How can the state bring a huge informal into mainstream economy and
become member of the NSSF to avoid mass elderly poor people in 40-50
years from now?
