{UAH} Wastage of Development of Resources

Uganda is building a multi billion shilling parliament
Why?

Agriculture in the next 10-15 years will be employing less than 70% of
Uganda or much lower people - agriculture takes in more budget funds
that product research and development.

Security can be solved if politics was not the central theme in Uganda

But under Kaihura's period more funds were allocated to security that
has resulted into more spending on security
What is the solutions to this probem
