{UAH} Building a Nation Without Local Governments
Uganda is amazing - it is had to find a single functioning Local
Government. LGs are either do not have money or skilled workers.
Uganda in some mysterious ways is functioning, with dirty villages,
and towns with people hardly knowing what is happening around them!
Months ago I did a study in Rakai and was amazed with how far people
are divorced from the state.
Buganda has one of the best structure system of government man has
ever invented.
The Baganda have distinctive society levels and structures:
where a state led by the a somewhat an amorphous King or Queen.
Below the King or Queen is a Katiikiro (prime minister) with legal
powers and his Lukiiko (legislature) with abekitibwa (honourable
members), then comes abamasazza (provisional governors).
Thereafter comes the Clan leaders, the Apex (akasolya) composed of
the Cornerstone (esiga), ficus natalensis tree (mutuba), Lineage
(olunyiriri) and Household (oluggya) .
In that order a government can deploy all its legislative order down
to a household.
I am still working on mys sociology book which I have failed to finish
in time for publication.
