{UAH} Ggwanga: General with licence to shoot anything?

Give me just one reason why this thug should not be on of our SELECT LIST of Killers we will  deal with in a Summary Trial  with a view to sending them to the gallows to hang as soon as they have surrendered or are captured, without wasting any public money or resources  to keep them in jail or take them to court for lengthy trials. The rationale is anyone on this list does not deserve any trial at all, fair or not fair. They deserve to hang.
