This is a thug who has been the nyampara or enforcer of American Imperialism for as long as we can remember, acting as its policeman in the African region, and as gun-runner for its numerous forages on the continent of Africa..This is the thug who turned Uganda into a guinea pig for IMF/ World experimentation in globalisation, destroying all of Uganda's nascent industries and reducing the country to an import of nearly everything, thus exposing it dangerously to a globalised world market. Rutabasirwa has caused more damage and harm to Uganda than over 100 years of colonialism, or 9 years of fascist tyranny of Idi Amin Dada ever did..
