The Rwandan thief has normalised corruption in Uganda. His middle name now is "Money". The only way of telling that the sociopath Rubatasirwa "Money" Museveni is dead is to wave a dollar note infront of his nose, when he is lying in a coffin. If his hands dont shoot up, and you dont hear him shouting "Hey You, That's Mine, Give It Back", Then you know he is truly dead.
