{UAH} MEA KAGGWA WAS ONCE PRESIDENTIAL MATERIAL

Haji Med Sozi Kaggwa, was at one time, seen as a presidential
material. He was Minister of State , Office of the President, in
charge of Political Affairs.
A young powerful lawyer trained at Makererre with a masters from
National University of Ireland. He had worked with Libyan Arab Uganda
Bank later Tropical Africa Bank now Tropical Bank.
When Uganda Constitutional Commission was set up in 1988, there was no
Muslim on it. When it went for public hearings early in 1989 in
Masaka, Haji Saagalabayomba complained that there was no Muslim on the
commissuion. The Minister of State for Constitutional Affairs, Sam
Kalega Njuba, said that it was an omission not done deliberately by
the President.
Immediately, they shopped around for the qualified, and the late
Prince Badru Wassajja Kakungulu and the then Chief Qadhi of Uganda
Sheikh Huseein Rajab Kakooza suggested Medi Kaggwa and Aziz Kalungi
Kasujja, both working with Liyan Arab Uganda Banko.
In 1991, Uganda Revenue Authority was created and Med Kaggwa started
as its Secretary.
In 1994, the Constituent Assembly was elected and Med Kaggwa was
elected to represent Kawempe South. During C.A. he was a moderate on
Movement versus multi partism and federalism versus unitarism, may be
because of the background in Odoki Commission. He was the one who
revealed to me that Gen. David Sejusa then a Major General, and the
late Lt. Col. Sserwanga Lwanga had teamed up with Dr. Paul Kawanga
Ssemogerere.
After 1996 election, Med Kaggwa was appointed Minister of State for
Political Affairs. Minister for Presidency was Francis Ayume. But
Kaggwa was the most powerful, including screening a list of the first
RDCs after the promulgation of the new constitution. He also clashed
with Buganda over appointment of saza, gombolola, muluka and batongole
chiefs, saying that Mmengo was neither a central or local government
but an institution of traditional/cultural leaders. The solution was a
regional government put in the constitution in 2005 which up to now
has never been operationalized.
Unfortunately, Kaggwa lost the ministerial position in a one man's
cabinet reshuffle where he was the only was sacked. Various reasons
were given including his failure to remain a link between Kibuli and
President Museveni, where he regarded himself as a minister for the
whole of Uganda and not for Muslims and Baganda alone.
However, the fundamental reason is said to have been a fight by old
NRM guards in Buganda against new turks. When presidential term
limits were still in place, some historicals like Eriya Kategaya
wanted to rub shoulders fully with new comers. They wanted the then
Vice President Dr. Specioza Wandira Kaziobwe to double as NRM Vice
Chairperson so that she replaces Al Haji Mosos Kigongo, who had been
so since inception of NRM in 1981 and forming NRM Government in 1986.
They wondered why he was not interested in elective politics.
They also zeroed on the likes of Med Kaggwa as a presidential material
in opposing their colleagues like Jabberi Bidandi Ssali, who was Local
Government Minister, but who had declined to join the bush war and was
seen as a traitor.
Grapevine had it that either Medi Kaggwa or Moses Ali was going to be
appointed a Vice President or a Prime Minister.
The old guards could not sit quietly. Sources say that false reports
were sent to the President claiming that when ADF attacked Mpondwe
boarder post in November 1996, the late Dr. Sulaiman Kiggundu held a
party and the chief guest was Med Kaggwa. It was claimed that Kaggwa
was to be the President if ADF supported by the Sudan and then Zaire,
had captured power.
The old guards were helped by another historical, who had fallen out
with Kategayas, but who also hid his presidential ambitions until 2016
and both Kiggundu and Kaggwa were tainted before the President.
Kagga lost 2001 elections to Sebuliba Mutumba Muddwawulira because his
votes were reduced by the emergence of Mpimbaza Hasahaka, a journalist
from Radio Uganda now UBC Radio. Although later Mpimbaza pulled out
and was appointed an RDC, the damage had already been made.
Kaggwa went into private legal practice at Wilson Road until he was
consoled with election to East Africa Legislative Assembly, with
Hajjati Sarah Baagaliiwo among ,others, and from there, he was
appointed Chairperson of Uganda Hman Rights Commission. Born from
Mawokota in Mpigi District, with a mother from Ankole Baganda Muslims,
Med Kaggwa has left a mark. Inna Lillaahi wa inna ilaihi raj'una.
