Government is disorganised - I will give an example of an orchestra.
The orchestra conductor faces the orchestra, the back against the
audience. But turns to bow after every symphony to be assured that
what he or she was doing was in step with the audience's expectation.
It is a symbiotic relation programmed at certain intervals- a reason
why Africans hated colonialism.
NRM has failed to master this symbiotic relation trying to please the
audience as well as the orchestra at the same time – that ends in
double failure via conformity that breeds contempt and corruption.
Agriculture basically in any developing or developed country as well
must be nurtured by the state pouring in a reasonable amount of funds.
Living it to the private sector is living food for scavengers.
In the USA the government buys Irish Potatoes and rather throw them in
the ocean than having under production. Canada must produce a given
amount of wheat - it is a science based on a military material
logistics - stocking reasonable amounts for all types of
eventualities.
It is high time foods and beverages is resurrected- NRM petty business
has been "cultural" milk, meat and cattle farming and learning
nothing. Here there are basically no standards or they are not
enforced. Many government facilities across Bululi and Bulemezi are
under the private sectors that buy what they need.
What do you do if your milk price is a mere UGx 400 shs a litre? I buy
a full 5 litre jerrican at 3000 with full cream!
The entire creation of districts is a silly ideology - The orchestra
conductor facing the audience to conduct a symphony.
Districts in relation to entire territory must be metrically
proportional spaces for:
a- Farm land
b- Wild life and forestry
c- Industrial, utilities and infrastructure development (real estates )
d- Human settlements
Every district cannot become all the above.

Yes I saw the map. I was about to ask about Bulemezi and Bululi since
they used to produce a lot of milk. What developments if any in terms
of storage facilities /coolers etc to help the dairy farmers? is there
any law that prohibits the local govt in these areas-Luwero,
Nakasongola etc from putting up such facilities? Put differently, why
can not mushrooming districts do something to uplift the welfare of
their farmers?
In one of your postings about Mbale, something caught my attention.
Right in the middle of the street at the crossing light, there is a
milk vendor carrying milk on his bicycle. Is milk hawking still
allowed. with some many milk processing firms why not curb public
hawking of milk? Those hawkers are notorious for adulterating milk.
This is a tough question but I will ask you to look at in
sociological lenses. What is missing from Ugandan society? In other
words what is necessary to mitigate the paradox we are discussing in
Ugandan society? If you will, what must happen to arrest the
escalating societal disorganization in Uganda?
