{UAH} Punishment is the only reason to send former L.A. County Sheriff Lee Baca to prison. That's reason enough

If prison is only for dangerous people, what do we do about convicted former Sheriff Lee Baca?

This Sherrif was one time an all powerful man leading one of the biggest Sherrif dept in the United states.
