It provides structural support to the walls. For small houses, you can do without it but make sure you have good cement ratios for walls. In lay man's language it's like saying foundation for the roof

Buildings undergo movements which we may not observe, the reinforcement helps to cushion these shocks. The bricks and motor we use are all rigid so whenever they are subjected to any tension they crack.
