{UAH} Sean Hannity says that Trump works at a pace of speed that the government cannot comprehend. Agree or disagree?

Hannity is right, but only insofar as Trump is unique in his inability to learn from written material or trust any subordinates who are not his children.

Modern Presidents have typically read background material, listened to briefings, made a decision, worked with a speechwriter and given a speech to announce the policy.

Trump watches Fox News and goes to his rallies until what he thinks is a good policy or talking point forms in his head, then Tweets it to the surprise of the White House staff. And the stuff that should be predictable like judicial nominations he often slow walks like a reality TV cliffhanger.

Trump cannot be comprehended by the rest of the government because his process is fundamentally non-linear, and what inputs from the outside world make an impact on his thinking are unpredictable.
