{UAH} Who brought them to power?

Who brought them to power? Didn't someone say he was not aware that the Rwandese refugees in Uganda had attacked Habyalimana's Rwanda? He actually said they had just escaped after stealing arms, vehicles and other logistics from Uganda which they used to attack Rwanda.
