CCTV FOOTAGE DISAPPEARS

The last few months of AIGP Felix Kaweesi were very painful to him and to the rest of us who knew what was happening. Between January and March 2017 I met him 4 times, the fourth being by accident at Cafe Pap in Ntinda, a Kampala suburb. On that particular accidental meeting, he was in the company of a lady whom he introduced to me as a dear friend, nearly a mother to him. As I was later to discover, the lady was of Rwandese decent and a dear friend to Felix.

It was a brief meeting, nearly 40 minutes as I waited for Dr Nyanzi and her team, to discuss a stragety for pads for girls which later went well until greed set in and I walked away. That day, Felix had appeared on NTV Uganda during the breakfast show, he later went to his office briefly only to leave to meet his lady friend. He later was interviewed by the Daily Monitor and KFM over insecurity.

When I interapted them, he was showing her text messages, which he showed me too. Not a wonder, he had shown me and two other journalists more of those.

"We will open your skull, your children will miss you." That one I will never forget.

You see, as an Assistant Inspector General of Police, he was failing to find out whom these number were registered to, All MTN Uganda numbers, the holders of the number would send him warnings of how they saw him at place X, Y, Z, how they saw him with his daughter buy this and that. It traumatised him.

After his assassination, UPF embarked on tracing his last 48 hours before he died. Numerous places were ordered to handover their CCTV footage depending on when he visited those places, data that was obtained both from his vehicle tracking device and from other sources yet to be verified.

Other places had footage "stolen". Today, those who analysed those footages are in jail, while others are in hiding and better still, 2 are resting in pieces scientifically. The raw footage disappeared from police custody. The thing is, the CCTV footage was evidence that he was being followed. One person still at large who saw most of those clips Identified on numerous routes, motorcycles trailing the AIGP.

Get this, more interesting, the police post nearest to his home suddenly had a headcount the morning of his assassination. All its men were ordered to Kira Road police station by 6:30am for a headcount. His driver and bodyguards lived at Kira Road barracks. They stayed with his official car, they went to his home at 5:30am and took his kids to school before returning for him. Imagine, they didn't see two bodadoda metres from his gate apparently being repaired, at 7am.

The post was empty by the time Kaweesi was being murdered. Kaweesi's vehicle was stationary when he was killed. He had been stopped by someone. When the gun fire started, his home guards wanted to get out. It is normal for a security person to respond to gun fire and expecially when your boss has just exited. It is instict. Kaweesi's wife however reportedly stopped them according to two or the five who were inside that compound from stepping out. She even ran to the gate, pregnant as she was and told them don't get out. Today you cannot find all five. Where are they?

You see the late Kaweesi had a difficult marriage. His first born daughter was from a past relationship. He is wife was not very warming to this girl, forcing Felix to send his little princess to boarding school at a very early age. During the holidays, AIGP Kaweesi would always be seen with his daughter because he could not leave her at home. That is another story.

I read the texts in my usual way. He analysed each one he showed me and when he spoke to the lady, he spoke in Kinyarwanda translating the text and some moments in broken Swahili.

I was the coordinator of the Uganda Parliamentary Press Association (UPPA) between 2016-2018 so I had tried in January 2017 to invite him for a press plenary to which he declined giving two reasons.

1- His daughter needed him
2- Cameras

I never understood the second reason. I thought it was just our paparazzi click click but later I got the message.

As AIGP he had a program of activities planned in advance and he needed to keep to that because he too was tracking his killers and he was banking on CCTV footage to do so. President Museveni was very keen on "fighting crime" and the use of this "new technology" had fascinated him. Kaweesi, having failed to use mobile phone tracking systems, even with his rank and level of access, had opted to use his car tracker and the CCTV cameras installed around the city to see who was following him.

Was there a pattern of motorbikes, because he and the late Kirumira having survived death after their meeting with president Museveni now knew the mode of delivery of death, the motorbike.

The late Kaweesi worked very hard not to use his official car all the time but his boss was way ahead of him.

Kaweesi also had the misfortune of corruption media owners. You see, at first he approached very prominent media owners and editors with the main ingredients of his witch hunt, the corruption within the Uganda police and the interference by a neighbouring country in the image of Uganda in terms of security.

Waves of crime had been happening between 2006 and 2014, waves he had observed and recorded and given details to President Museveni who did nothing!!! That is also another story.
