In November 2006, Museveni donated US$ 932,823.20 for the construction of two secondary schools in the Kagera Region of Tanzania. The two schools were constructed by a company from Uganda at Muhatwe and Kamacumu in Muleba district of Kagera Region (see photo). In July 2007, the Parliamentary Public Accounts Committee (PAC) commenced an inquiry into how Museveni had managed to donate such a huge amount of of taxpayer's money without following the right procedures. However, for the usual obvious reasons, the inquiry could not takeoff.
In July 2011, Museveni pledged US$ 300,000 for the construction of Nyarugunga Primary School in the Kanombe surburb of Kigali city. This was during his State visit to Rwanda where he attended the community work (Omuganda). During the same visit, his wife, Janet Kataha pledged a US$ 10,000 donations to the Kigali Genocide Memorial. In October 2011, the then Minister in the Office of the President, Kabakumba Masiko delivered the all said money to Rwanda's then Minister of Foreign Affairs, Mushikawabo.
In March 2015, Museveni donated US$200,000 for the construction of Ntare School in Kigali, Rwanda. This was during a state visit to Rwanda where he attended the fundraising dinner for the same school. He immediately delivered US$ 100,000 in cash and the remaining US$ 100,000 was delivered later on.
In September 2016, Museveni donated US$ 200,000 to Tanzania which was immediately delivered in cash for the earthquake victims. The 5.7 magnitude earthquake had devastatingly hit both the north-western region of Tanzania that borders with Uganda and Parts of Uganda's Rakai district.
In July 2019, Museveni pledged to build a seven classroom primary school at Nyaburezi, Chato District of Geita region in Tanzania. This was during a stop-over in the said area for talks with his Tanzanian counterpart as he returned from Angola.
Therefore, Museveni's generosity did not start with the COVID-19 Response Fund. This financial year ending June 30, 2020, the total State House budget approved by Parliament was Shs 407 billion.
It included the following;
Donations = Shs 200 billion
Classified expenditure =Shs 68 billion
Travel inland =Shs32.7 billion
Travel abroad =Shs 18.9 billion
Staff salaries =Shs17 billion
Allowances (including casuals) =Shs 17 billion
Maintaining vehicles =Shs 7.2 billion
Welfare and entertainment =Shs 4.7 billion
Special Meals and Drinks =Shs 3.4 billion.
There are other items that are funded at his residence and he has a budget for Office of the President which totals Shs 100 billion.
