HOW FORGING KABAKA'S SIGNATURE LED TO THE FALL OF BARNABAS NDAWULA, FORMER HEAD OF LEGAL AFFAIRS AT BUGANDA LAND BOARD
On Monday 14th, September-2020, Buganda Land Board issued a public notice informing the public that Barnabas Ndawula was no longer an employee of Buganda Land Board. What the notice didn't show is why Ndawula is no longer an employee of Buganda Land Board.

The Insider club can exclusively reveal that the reason Barnabas Ndawula was published in a public notice was because he had continued to hold out as a Buganda Land Board employee even when he wasn't. He stopped being a Buganda Land Board employee in 2018.

SO, WHY DID BUGANDA LAND BOARD DISMISS HIM?

In 2015, a one Musiitwa Herbert sought to steal land which belonged to John Mulindwa. He went to Buganda Land Board and connived with Barnabas Ndawula. The two formulated a scheme which included Musiitwa Herbert going to court to force the Kabaka to give him a lease on Kyadondo Block 273 plot 125 land which was already leased to John Mulindwa.

After Musiitwa going to court, Barnabas Ndawula who was then Head Legal Department at Buganda Land Board together with lawyers from M/s Kasumba, Kugonza advocates without consent of the Kabaka or BLB went ahead and entered the Kabaka into a consent judgement agreeing to give Musiitwa the land and in the process deprive John Mulindwa of his land.

Because Barnabas Ndawula wasn't an attorney of the Kabaka and therefore could not sign on behalf of the Kabaka, (At that time only Katikkiro Mayiga and Owek. David Mpanga could) he forged Kabaka's signature and informed court that the Kabaka had agreed to Musiitwa's land grabbing and that the Kabaka was to fund Musiitwa's lease application.

The deal end had Musiitwa paying Ndawula a bribe of Ugshs.700m. To Musiitwa, the bribe was worth it because the said piece of land is valued at Ugshs.5 billion.

All seemed well till Musiitwa went to execute the consent judgement and Buganda Land Board refused saying it was a fraudulent consent judgement. It is then that Ndawula's fraud was unearthed. Because Buganda Land Board doesn't tolerate fraud, Barnabas, was dismissed. Unfortunately, he continued to defraud unsuspecting people, lying to them that he was still at Buganda Land Board.
