{UAH} INSIDE THE M7 MEETING THAT SEALED COL KAKA’ FATE AS ISO DIRECTOR

Recently, ISO Director General Col Frank Kaka Bagyenda (reports, which he is so far dismissing as fake news, say he has been fired and replaced with Charles Oluka) met with President YK Museveni. He carried with him a huge report whose contents, he said, corroborated the criminal fraud involved in the circumstances under which Moses Nkonge Kibalama passed over ownership and leadership of National Unity Platform (NUP) party to Robert Kyagulanyi Sentamu. "Sir, clearly this is something that can legally not stand," Kaka was quoted as saying emphasizing to his Principal how this was an opportunity to use the legal provisions to overcome the Kyagulanyi wave for purposes of 2021 elections.

Impeccable State House Sources say that a clearly intrigued Museveni didn't even allow the man from Sese to finish his presentation and sarcastically asked him "why are you carrying all that political burden on your head?" Gen Museveni told Kaka that Kyagulanyi was politically not a threat to him in anyway contrary to what people like him [Kaka] think. "Why do I need the Kibalama route to overcome a mere Bobi Wine? I'm Yoweri Museveni, the General of the National Resistance Movement. I have done a lot for the people of Uganda who I'm sure appreciate my good work and will vote me back to office without having to be coerced by anyone," Museveni told Kaka who naturally must have expected being appreciated for the political mess Kibalama has created for Kyagulanyi thus far.

"Why should deregistration of Kyagulanyi's party be a concern of the Director General ISO when we have Justice Simon Byabakama and his entire EC in place? I advise you to concentrate on your core job and leave Bobi Wine and the issues of his political party alone," Gen Museveni said as he signaled the visibly deflated ISO boss to abandon the voluminous report he had carried highlighting loopholes which he suggested must be used to legally overcome Kyagulanyi through Kibalama and court.

Gen Museveni, who was unexpectedly very furious and disinterested, told Col Kaka that he was very displeased, as opposed to being very happy, with security bosses who claim to be helping him (without being prompted) to overcome Kyagulanyi through Kibalama. "Why should anybody use their office in security to do such things? They might think they are politically helping me but General Museveni doesn't need such assistance. Why help General Museveni by doing things that give such a very bad image to the NRM? As far as I'm concerned, all this Kibalama circus is very unnecessary because I will defeat that Bobi Wine without any assistance from the security forces."

That Gen Museveni told Kaka that as far as he is concerned, Kyagulanyi will politically burn out and spontaneously fall on his own without requiring any coercive efforts from any of the security or intelligence agencies. Gen Museveni said Kyagulanyi was much easier for him to politically overcome than even Mzee PK Semogerere of 1996. "That one [Kyagulanyi] is done and shouldn't be your problem [Kaka] or any other leader of the intelligence community," Gen Museveni said stressing to Kaka that whoever sets out to create unnecessary antagonism between Kibalama and Kyagulanyi doesn't serve his political interests as President, CiC or even Chairman of the NRM "because we clearly don't need a Kibalama to defeat mere Bobi Wine."

Knowledgeable State House insiders have further told Mulengera News that Kaka's blue eyed boy status at Museveni's palace has rapidly been diminishing since the dropping of his former protector and godmother Molly Kamukama from the office of Principal Private Secretary (PPS where she was replaced by Kenneth Olusegun Omona).

Some of Kampala's most respected news websites (like Chimpreports and PML Daily) have this Thursday evening gone as far as indicating that human rights violations and tendencies of operatives authoring fake intelligence reports aimed at antagonizing Gen Museveni with some of his closest persons (by painting them enemies) greatly angered the CiC and thereby expediting the Kaka knifing only after three years into the job where Oluka will be deputized by ex-JPAM assistant Emmy Katabazi.

There is a lot one can write about Kaka including the fact that during the NRA war, he specialized at carrying out covert operations for the rebel army and was instrumental in the NRA capture of Masindi Army Barracks on 20 February 1984. He took up the name Kaka to conceal his true identity so as to successfully elude capture by the marauding UNLA agents. His retirement and exit from active service in 1993 was preceded with the acquisition of the major rank. He also crucially played some covert roles aimed at disrupting illegal fishing on Lake Victoria. He has stagnated at the rank of Colonel since 2013 when he was elevated so while in his retirement.
