{UAH} NRM decent and endless promises

NRM LEADERSHIP WILL NOT GO TO HEAVEN FOR THE PAIN ,SUFFERING ,TORTURE ,AND LIES INFLICTED ON TESO ELDERS!

Mzee Oluka "Abosa Acok" has died , a frustrated and a bitter man! Mzee Oluka was one of the fairly rich people in Teso by Teso standards. He and his brothers owned hundreds of cattle, cars, lots of land and were business people till the advent of NRA/NRM.

They lost everything to the NRA soldiers who took over their land , homes and cars and turned the same into army property. Their land and homes became army barracks as well as burial grounds for prisoners, rebels and dead civilians at Ngora.

They lost everything. Two of the brothers relocated to Kakira where one passed on trying to recollect themselves and earn a decent living.

Oluka and others stayed in Ngora , facing torture regularly, in and out of jail on accusations of supporting the rebels, the fate every Teso elder suffered. He and the brothers who remained trying their hands on everything in order to survive.

The NRA continued to occupy their property, stole all the cows ,like they did in many areas in Teso till the late 1990s.

When calm returned to Teso , Oluka mobilized his brothers and some neighbors and they headed to offices of the Lcs, The RDCs and eventually ministry of defense to claim for compensation of their property commandeered and stolen by NRA.

The ministry of defense sent investigators to Ngora who confirmed the claims . Defense ministry recommended compensation in 1999. The journey to and from Ngora had just started .

In 2005 , the ministry of defense finally refers the matter to Ministry of justice for compensation. Oluka and brothers thought they had finally achieved, how wrong they were.

In reply, the ministry of defense wrote to Oluka and hos brothers individually under SD 240 ... references saying cabinet had set 2005 December as cut off deadline for all compensations in Teso. Yet actually there had been no compensations for Teso.

Not wanting to give up on their efforts to reclaim what's genuinely theirs, Oluka and brothers came to my chambers to file a case against government for discrimination as they had just heard that in a run up to 2006 elections, the president had written letters and consented to compensation for the Acholi people.

We filed a case in Kampala for violations of rights and discriminatory treatment of people of Teso. It came to be known as Oluka and 9 others vs Attorney general , later transferred to Soroti.

Shortly, Mzee Imodot and Julius Ocen came in with another group of elders and we filed two more cases ; Ocen and 205,000 others vs Attorney general, Imodot and 105 Others vs Attorney general. These three cases joined the earlier one of Okupa and Others Vs Attorney general.

Our court battles with government started amidst threats , intimidation and bribery. Some of the elders fell by the wayward. We however won all the battles against government.

Mzee Oluka and his bothers were a constant presence in court. They never gave up , they never bowed to intimidation. They wanted what was genuinely theirs not bribes!

I even got to know Mzee Oluka's phone number by head and that of his brother Okello as they always called to inquire upon hearing any rumors of compensation just like many elders in Teso did .

The president whenever he came to Teso promised compensation, signed letters of promise, met Teso elders at state house or district headquarters, even gave a schedule of payments as per budget but nothing came to pass.

In 2019 , we filed for an order of mandamus to compel government to pay the court awards and to verify the unverified claimants, Mzee Oluka , his brothers and many known Teso elders would always come to court. They never tired of adjournments , promises and kept hoping.

When some of the elders that were key in the various cases started dying, Oluka would be one of the first elders to call and inform me . He even called me to inform of the death of my own brother, Oumo Kokas who was one of the elders always in court hoping to be compensated for his over 600 cattle and properties.

Oluka called to inform me of the death of Eotu and many elders who had become part of court but kept passing on one by one as they waited for the compensation awarded by court and promised by government.

Many elders turned desperate as days waned away , hopelessness became reality and tried all options as a government turned to be the biggest liar and causer of their suffering.

In February 2021 , when I appeared in Soroti high court to represent some politicians on attempts at vote recount, I saw Mzee Oluka among the people putting on yellow T-shirts in support of Lodou Catherine, a wife of one of the soldiers who contested for Ngora MP .

When I asked what he was doing , he said he no longer knew what he needed to do to show government that he was desperate. I nearly shed tears, this was a rich elder whose property was forcibly taken by government soldiers reduced to a cheer leader of one of the soldiers wife! God help Teso .

I was speechless and now days find my self often in such a situation when confronted by Teso elders about compensation. Last week one elder called me very angry and told me " you who has president Museveni's number, call him and ask , what did iteso do to him? Why why ? Where is the 11 billion government said had been given to Teso? I have sons and grand sons who are supposed to go to school and university but I have no money. When are we getting our money? Omongole, you are our only hope, please tell Museveni we have suffered enough! What did we do to him? " he left me speechless and only I could ask was where he was calling from and he said Kapir , Ngora.

I was driving and stopped for a few minutes and when I saw Mzee Imodot's call, I couldn't take it. I later talked to him and he wanted the number for state house or at least I tell the state house comptroller that he needed treatment again since they had helped him sometime through Hon. Anita.

Again I remained speechless. Who do o talk to in government to hear the cries of these Teso elders. I had talked to everyone including the president in 2015 who promised Teso compensation was in the budget of 2016. Like all the others, it was just another empty promise.

In Dec 2020 and January 2021 government even ran adverts in the media about verification and 11 billion released for Teso . As soon as the elections passed, that became another usual lie and empty promise.

The questions that continue to linger is why is NRM leadership treated Teso this way? Even the courts are now intimidated. The judge in soroti has sat on the final application for mandamus more so when he is struggling to have his contract extended.

Many elders have given up , many still have hope and many continue to curse the NRM leadership and now think we should try international courts .

One of their frontline soldiers, Mzee Oluka passed on this week. His death got me again thinking, should also give up? But when the call of Mzee Osigire , one of the regulars at court , came in to inform me the death of Mzee Oluka, he encouraged me and we continued hoping that one day the Teso elders will get compensated!

But one thing for sure is that God is waiting for the NRM NRA leadership that have caused them too much pain and suffering, they will not go to heaven and their children and grandchildren will suffer one day like the people of Teso !
