{UAH} Why is Canada so underpopulated?

Why is Canada so underpopulated to the point that Justin Trudeau and his cabinet have made it a top priority to bring more immigrants to Canada after the COVID-19 pandemic is over? To be honest, I do want to immigrate to Canada.

Because Canada had really bad immigration policies until the 1960s and we have the longest undefended border in the world, with the USA.

The first part is that we prioritized white European settlers until the 1960s, then sent them to rural areas with no one living in them. The policy was intended to prove Canadian ownership of the country by having people everywhere. The problem is that a rather absurd percentage of Canada is a horrible place to eke out a living. Lots of those white Europeans died.

The second part is that a lot of the rest of them left for the USA which allowed them to live in cities, or at least near other people. Despite appealing for immigrants we had net-negative immigration for many decades at the beginning of the 20th Century.

In the 1960s sanity prevailed, our points-based immigration system was put in place, white Europeans weren't sent to the front of the queue and people were allowed to settle in places that didn't kill them in the first winter.

But it takes a long time to fill even a tiny bit of a huge country, and 60 years isn't enough.

The Minister is only talking about a 1% increase per year, so it's not a lot. Doug Saunders suggested 100 million was a reasonable population for Canada in order for it to compete.
