This Luganda word generally refers to a situation where a person suffers from guilty consciousness but insists that he/she is right.
In Uganda Mr Museveni purposely killed almost all systems and institutions so that he remains to be everything. In the same vein, he made sure that no one else has any substantive power/authority other than himself alone.
About twenty years or so ago, Government hospitals had hatched a plan of cost sharing where members of the general public were required to pay shs 1,000 ( one thousand ) only in order to facilitate the running/ managing of hospitals including giving break tea, lunch and allowances to health workers in the hospitals, plus cleanliness, hygiene and security.
Hospitals realised a relatively remarkable degree of good performance and service delivery and the public was happy. When it came to elections period, President Museveni rose up and asked Hospital Administrations that who allowed them to charge his wanainchi ?!!! He ordered that cost sharing in hospitals be stopped forthwith. So, Government hospitals went into scaring degeneration to the extent of not having basic utilities like water, electricity and gas/ oxygen.
Private hospitals started coming up at high speed to try to bridge the gaps. Meanwhile, those who fell sick among relatives, in-laws and friends of the top political establishment and those with political connections were given the privileged situation of being sponsored by government on tax payers money to fly out to be treated in America, Europe, Asia and South Africa. The slot on the national budget which is spent annually on this highly privileged class in this respect could be enough to furnish Government hospitals with well paid and motivated health workers/ professionals, machines, equipment and medicines/ drugs if the political establishment had the will to do so.
During the Obote and Idi Amin regimes, Presidents Apolo Milton Obote and Idi Amin Dada were themselves treated at Mulago Hospital, Kampala and not abroad/ overseas.
In a free market economy, it is forces of demand and supply which determine the resultant prices for goods and services but not political dictates. Goods and services are readily provided to those who can afford them at the market values. Those who only wish can find their levels elsewhere!!!.
Dr Aceng needs to be reminded or taught or sensitized that the regime in which she serves needs to honestly invest in the educational, health and economic sectors in order to raise peoples' living standards to levels commensurable to civilised minds and personalities.
The blame by the Health Minister to private hospitals regarding exorbitant charges out of place and is not logically sustainable where The Government itself has failed to equip Government hospitals with the necessary human, material and technological resources. Kindly think again and again please!!! I have recently looked at a vedio clip on the social media where Dr Diana Atwine the Permanent Secretary of the Ministry Of Health laboured so much to explain to the public how it was very well ok that a very lucrative tender worth 6.5 billion shillings was conspicuously given to a company belonging to two daughters of former Minister Of Foreign Affairs Mr Sam Kuteesa to supply oxygen to government hospitals especially for intensive care units, but even then they failed to deliver!!!
Corruption, corruption, corruption and lack of shame have turned out to be some of basic reasons for suffering of masses in our mother country. May The Al Mighty God help and rescue us. Ameen.
