{UAH} *Why Museveni run outfits within government can not transform Uganda!*

In a jovial mood, President Museveni had a good laugh as he told MPs how he chose a cabinet of fishermen. You know Museveni laughs as if he is crying, but this time round, you would see that his laughter was from the bottom of his heart.

A week before announcing Cabinet, Gen Museveni said that he would appoint the children of the rich to run government since they work for passion contrary to the poor who are corrupt & greedy.

Hipocritically, a week later Museveni appointed the "poor fishermen" into cabinet, anybody with a functioning brain would know who will exactly be running government!

Gen Museveni has been running two governments in one, one can be refered to as the deep state while another as the open state. The deep state is comprised of the children of the rich while the open state is comprised of the fishermen. To a large extent the deep state is comprised of both formal & informal structures which dictate how Uganda is managed.

For example, the law Instituted the Inspectorate of Government headed by the IGG but Museveni went ahead to Institute an outfit called state house ant-corruption unit headed by Col Edith Nakalema. This outfit has virtually taken over the job of the IGG!

The contract of the IGG Irene Mulyagonja expired in June 2020 & a year later the President has not appointed a replacement. The deputy IGG George Bamugemereire who served in the acting capacity also had his contract expire two months ago while the third in hierarchy one Miriam Wangadya who has since been acting as the IGG is also left with one month for her term to expire. 

As a result of not having a substantive IGG, those in acting capacity can not recruit staff. By now 200 of 480 staff at IGG had their contracts expire & are working on extension of their contracts by six months. 

Having a human resource whose tenure is not clear impacts on staff motivation & may even facilitate corruption since somebody treats every day as his last supper in the Institution.  

Museveni thinks that by a miracle maybe, 480 staff at IGG can fight corruption from 136 districts, 11 cites, over 43 municipal and division councils, 60 government agencies, 9 public universities, 80 ministries, 3133 public health facilities, 2000 sub county councils, over 100 technical Institutions, other 13000 education Institutions etc. And you will hear him blaming the IGG for not fighting corruption!

For example in 2019/20, Inspectorate of Government had a budget of 59bn while state house (Presidents home) had 450bn and Presidents office had 70bn excluding suplimentary budgets!

In the same period, Uganda land Commission was allocated 15bn to conduct business but Museveni's outfit Land inquired led by Justice Catherine Bamugemereire spent 13bn in 11 months to handle land disputes that would have been settled by the land Commission if it had been empowered.

Gen Museveni has been running a drug monitoring unit in state house instead of empowering National Drug Authority. This outfit was led by Museveni's personal doctor one Diana Atwine until she was appointed Permanent Secretary Ministry of Health. Since then, this unit has been mute & one would think that no sooner had Dr Diana gone to ministry of Health than the drug theft stopped!

Take an example of KCCA, on top of the authority & it's political leadership, Museveni has two ministers for Kampala & a minister for Urban development & recently he appointed Sarah Kanyike & Catherine Kusasira as his advisors on Kampala. This is on top of musicians Butcherman & Full Figure who are his advisors on gheto issues, so in the end who runs Kampala? Whose advice does Museveni take?

On top of these duplicities, Museveni's home (state house) has agriculture, drug monitoring, land,  economic affairs, poverty eleviaton, legal, Security, defence, foreign affairs units etc all as departments that run huge budgets most likely bigger than some ministries!

In 2005, that's 15 years ago, President Museveni launched Presidential Initiative on Banana Industrial Develoment. By 2010 the project had consumed 40bn, according to Audior General's report carried out in 2010, it was discovered that prior to the project no feasibility study was conducted, relevant ministries were not involved, no proper market survey done etc.  

This Museveni's outfit has consumed an average of 10bn per year since 2010 and it took 15 years for it to have a single product on market! I have not even seen this product called "tooke" in supermarkets or shops except reading it in reports!

But as such an outfit consumed tax payers money, National Agriculture Research Organisation which is charged with conducting research in 2019/20 was allocated only 60bn of which 30 was for salaries & allowances!

In 2020, Uganda earned 1.8trilion shs from coffee, in the same year Coffee Develoment Authority responsible for promoting coffee growing was given a palty 75bn. The above mentioned banana project was asking for 12bn and was expecting to generate 17bn revenue out of it. I don't know the kind of mathematics that Museveni studied, because even a slum dweller running a kiosk would do better than this!

So Museveni will under fund coffee or tourism development which bring in trillions of foreign exchange but he will have money to fund outfits run by his cronies, some as conduits to shiphorn money or as rewards to build his political patronage network!

He will have no money to fund or support Agriculture value chain but will have money to run military adventures in the DRC & other countries!

Museveni will have a budget of over 100bn for donations bigger than total government funding to Gulu, Kyambogo & Lira universities combined when university tution is being hiked each semester!

It's this money that he uses to run NRM activities, building patronage networks & hoodwinking the public that he is developing the country.

So in a nutshell, Museveni has duplicated each government agency by creating parallel structures which have consumed a lot of tax payers money without delivering any services to the country, and we must unite as a country to refuse & diffuse his machinations & liberate our country.
