EXTRACT FROM PRESIDENT KIZZA BESIGYE,S PRESENTATION IN TODAY,S WEBINAR
Today, President kizza Besigye was hosted by Open Society Foundations in a webinar that I joined. As the great speakers highlighted the role of the state and military in the politics of our country.
The FDC - Soroti woman mp Hon. Adeke Anna Ebaju who was among the speaker's, was honoured to introduce the president to the platform, before her call for the revolution among the oppressed to take off the partrimonial regime.
Below is the extract from the president who didn't make it to the end after his system was hacked for the second time; he says;
I must point that from my own experience political parties under the dispensation we are in , they will remain disfunctional because political parties are institutions of a democratic dispensation . Either the partrimonial regime creates it's own political parties to oppose it .
we have now about 30 parties many of whom have no face, have no structures but they are political parties nonetheless, even those which are doing their best will be infilitrated and divided.
We have a population that is despondent With a mentality of let's leave things as they are , God will help us .
The anger is at the breaking point. What has been happening in South Africa and other places with injustice. Even if we didn't do anything it will explode.
Nation states have entrenched political cultural structures in them which will be eventually influential in what goes on the colonial era led to the loss of indigenous knowledge in science technology, herbal medicines which people talk of were some of the knowledge. we were making fabrics in Uganda , today all are imported! we had technology to make tools before colonialism and we lost all that.
We must therefore organise around people,s interests for instance education, parents can be organized and eventually made to speak in one voice. In uganda Education is organised at school not parish at district we can organise them in these ways and unify them.
The creation and management of our state is what we inherited at independence a patrimony also management where power came from the top not the bottom and what has happened post colonial term remained largely the same.
Media are owned by the patrimonial regime and those that are not created by them will be terrorized and may be eventually crushed especially those venturing in the area of Human Rights and in the area of popular participation, a number indeed have been totally crushed in that way that is the nature of the state we are in.
All patrimonial systems indeed are in many ways self limiting. They attract challenges by the very nature of how they are constructed the patronage systems is ever burgeoning.
The time when Museveni came we started with 30 MPs and now we have 527 mps. Districts, in 1986 uganda had 39 districts and now they are over 140 plus. Here in Kampala Councillors have no where to sit.
If we don't succeed in doing deliberate interventions that can manage the patrimonial system then it will collapse without levers to manage it leading to a failed state.
The distortion on land ownership because land for sometime became crown land and how it has played out is a distortion. we must live with.The distortion of faith and religion. We lost our indegenous religion.
In apatriimonial rule elections can never cause change.
Programming must focus on how to get information to the people and we must be innovative . Using conferences is not something that is going to reach the majority of the people and in any case to be allowed in a manner that does so quickly..
It is critical and urgent that we make sense of the impending crisis that Uganda faces which has been built over decades.
We need to be creative and get information in informal means.There are many sports watching centers where young people go to watch sports these are spaces which should creatively find a way to push in information, Memory cards can circulate in large numbers packaged well to reach all our people.
There are two critical areas that we must focus on. Information to the population because as I pointed our right from the colonial time. we lost our knowledge which had been acquired. This is part of the problem Education that doesn't lead to solutions.
The tools that are used to control are mainly four in the post independence.
*The use of terror- terrorizing our minds for a long time from the colonial time.
* The use of poverty - poverty has been a tool of control since independence - that's why I talked about use of land. Poverty and the dispensation of favors from above. The patronage system .
*The control of information and use of propaganda and that is why indeed those who don't speak what the powers want will not have the ability to speak.
Like what I suffered today( hacked) People minds are controlled because what they hear the most becomes the truth .
* Using the divide and rule approach - taking benefit of the artificial nature of the state and the rivalries that were built here in taking advantage of the religions and indeed the political grouping that have been formed.
