MY RESERVATIONS ON GOVERNMENT'S PLAN TO DISH OUT COVID-19 RELIEF CASH
Allow me to thank the government for this gesture. I however, have some reservations about the whole process because of the following questions:
1. How can government find it easy to source out for money (tax payers money or loans) to pay "the vulnerable" when it has refused to pay NSSF savers a fraction of their own money ? Is it easier to borrow, do viaments/divert money from already planned activities than paying out money which the workers have earned themselves and the government is just keeping it?
2. Doesn't the government know that some of the NSSF savers are actually the ones taking care of the most vulnerable in Uganda who include, aging parents, househelps and other casual labourers? These NSSF savers are actually the ones who own small businesses where most of the vulnerable are employed. Giving them a fraction of their own savings would not cost the government any penny but would go a long way in helping many vulnerable people at least get salary/wage arrears.
3. How will the government identify and confirm that indeed the people to receive the relief funds fall under those numerous categories listed. For example wheel barrow pushers, bar maids and bar men, massage palour workers, etc. Most of these people don't have any work identity cards and some of their business are not registered. LCs may not even be so helpful in this since they hardly know what many people who stay in their areas do to earn a living.

PREDICTION
The government will go ahead and distribute some money which will not reach many that are genuinely vulnerable. There will be many complaints in the whole country. The political purpose for which this money is to be disbursed will not be served but some few individuals will benefit greatly from the exercise.
WHAT WOULD I DO IF I WERE THE GOVERNMENT ?
I would put all efforts and such money on treating the vulnerable sick. I would help those in ICUs, etc. After all, identifying the sick people is not hard.
