Biden nominee locked access to her college thesis calling for anti-child population control

WASHINGTON, DC – President Joe Biden's nominee to head the Bureau of Land Management (BLM) who called for population control and called American children an "environmental hazard" in her master's thesis requested access to the paper be locked.

 Tracy Stone-Manning asked the University of Montana in June 2020 to limit access to the thesis titled "Into the heart of the beast | A case for environmental advertising."

The university's digital initiatives librarian confirmed the report to Breitbart News on Friday.

Stone-Manning penned the thesis while earning her master's degree in Environmental Studies in 1992.

In her thesis, Stone-Manning called for population control and planned an advertising campaign with eight advertisements bringing attention to the issues of overpopulation, overgrazing, the corporate timber industry, and an 1872 mining law.

Stone-Manning wrote in her thesis:

"The origin of our abuses is us. If there were fewer of us, we would have less impact. We must consume less, and more importantly, we must breed fewer consuming humans."

The advertisement calling for population control showed a photograph of a shirtless American toddler with curly hair. The caption read:

"Can you find the environmental hazard in this photo?"

Under the photograph, the advertisement read:

"That's right, it's the cute baby. Americans believe that overpopulation is only a problem somewhere else in the world. But it's a problem here too.

"The earth is only so big, and we can tap into it only so often. In America, we tap in often and hard."

The advertisement then goes on to shame Americans for having too many children:

"We breed more than any other industrialized nation. At the same time, we suck up one-third of the world's energy. On average, each of us gobbles the same energy as 3 Japanese, 13 Chinese, and 499 Ethiopians.

"When we overpopulate, the earth notices it more. Stop at two. It could be the best thing you do for the planet."

The image was not the only advertisement the Biden nominee suggested attacking Americans wanting children. Stone-Manning also wrote a 30-second script for a television ad titled "overpopulation" to run along with the advertising campaign.

The script imagined an American woman drinking coffee in what Stone-Manning described as a "yuppie home." The woman is thinking about having her third child.

In the script, the woman says:

"I know it would be my third baby, but there's not a population problem here like in Africa or India … and besides, smart people like Bob and me should be the people having kids."

The scene then changes to a montage of smokestacks, traffic, and other environmental stressors while a female narrator says:

"A child born in America will burn 499 times more energy than a child born in Ethiopia. And each year, Americans add 2 million energy-eating humans to the earth. We consume one quarter of all the world's resources, simply by living as Americans.

"When we have children, the planet feels it more. Do the truly smart thing. Stop at one or two kids."

Breitbart News reached out to the librarian requesting a copy of the thesis, but the librarian emailed a response denying the request:

"I am not able to provide you with a copy of this thesis because in June 2020 the author requested that we restrict access to current University of Montana campus members only."


The thesis was publicly available on June 9, 2020, when its access page was updated. But on June 24, the day after a story about the thesis broke in the Daily Caller, access was restricted, according to reports.

Stone-Manning has already been criticized by Republicans and some news outlets for her involvement in a tree-spiking incident in 1989.

Although she denied ever being the target of a federal criminal investigation in writing to the Senate Energy and Natural Resources Committee, she did receive immunity to testify in a 1993 criminal trial, admitting to writing an anonymous letter to the Forest Service threatening tree-spiking.

The letter read:

"This letter is being sent to notify you that the Post Office Sale in Idaho has been spiked heavily. The reason for this action is that this piece of land is very special to the earth. It is the home to elk, deer, mountain lions, birds, and especially the trees.

The project required that eleven of us spend nine days in God-awful weather conditions spiking trees. We unloaded a total of five hundred pounds of spikes measuring 8 to 10 inches in length. The sales were marked so that no workers would be injured and so that you assholes know that they are spiked."

The letter ended with an ominous postscript:

"You bastards go in there anyway and a lot of people could get hurt."

Tree-spiking is an "eco-terrorist" practice of embedding large metal spikes in trees to interfere with logging. The practice has led to lumberjacks and loggers being seriously injured or killed while cutting into the trees.

In October 1989, Stone-Manning was among seven individuals who were served with subpoenas and forced to provide fingerprints, palm prints, handwriting samples, and hair samples to a federal grand jury investigating the matter.

Protect the Public's Trust, a government watchdog group, filed a complaint on Tuesday with the acting U.S. Attorney for the District of Columbia against Stone-Manning, asking for an investigation into whether she violated federal law by providing false information to Congress.

The group said in a statement:

"In answering the committee's official questionnaire, Ms. Stone-Manning appears to have knowingly and willfully concealed or covered up a material fact in order to deceive the U.S. Senate and the American public about the true nature of her involvement in an eco-terrorism case.

"She was granted immunity for her testimony in the case that resulted in at least one individual serving prison time. The facts, including as revealed by a U.S. Attorney and Ms. Stone-Manning's previous assertions, warrant a full investigation."

MSNBC took a rare shot over the bow of the Biden administration, citing an unidentified Biden official calling the nomination of Stone-Manning a "massive vetting failure."

NBC News reporter Josh Lederman told MSNBC that the official said Biden dropped the ball by moving forward with the nomination:

"(The administration went on) despite knowing the headache it would create, while Biden still has so many key vacancies across his administration to fill that are so critical to carrying out his agenda."
