*The Background of the Red Card Front*

Having conscientiously undertaken an evaluation of the  struggle for Democratic Change and peaceful transfer of Power in Uganda to date. 

Observing that Uganda has for the last 36 years been gripped by military rule, tyranny,  misrule,  dictatorship, repression, exploitstion, corruption, nepotism, and pervasive state capture of governmental and  non governmental institutions.

NOTING that the aforementioned phenomena has resulted in great pain, suffering and discontent everywhere in the country, which is intensified by economic collapse, diminishing political freedoms, human rights violations, a broken social- political and institutional fabric and thus urgent civil and political action by all actors was required to overcome the resultant predicament standing in the way of peace, progress and stability.

FURTHER NOTING that despite previous efforts to unity; the current one is a prompt non electoral undertaking focussed primarily on causing change and Democratic transition in Uganda.

REALISING that with the prevalent partisan control of the electoral system, supported by a partisan police, military and security agencies, every cycle of elections is a well crafted skewed instrument of the regime aimed at sustaining and legitimizing autocratic rule and as such, elections alone and in themselves cannot cause change in the governance of our country. 

FURTHER REALISING that faced with such a monumental crisis, it is imperative and an only option that all pro change organisations commit to collective vision for change and common purpose aimed at confronting the dictatorship through coordinated action, plan and joint political activities. 

COGNIZANT that citizens are empowered and protected by the provisions of Article 3 (4) and (5) of the Constitution in resisting the overthrow, abrogation or amendment of the Constitution contrary to its provisions.

AND NOW HEREBY RESOLVE to work together through an all conclusive Front comprising; Willing political entities, Citizen Formations, Civil Society organisations, eminent citizens jointly mobilizing for a non violent resistance aimed at procuring a democratic transition in Uganda.
