Income Taxes

Recently my local TV news did a segment on income tax filing, they interviewed an IRS agent who kindly reminds us that income from stolen goods, bribes, kickbacks are taxable. He also mentions that it is solely based on an honor system. Do you think it's ridiculous and asinine for the IRS to expect people who commit illegal, unethical, and criminal acts to report those incomes for taxes? and at the same time rat themselves out to the authority.

Apparently reporting incomes for taxes based on an honor system is not working favorably for the IRS so it has a Whistleblower Program whereby the whistleblowers can get compensated between 15%-30% of the collected tax amount depending on the case. In 2019 the IRS paid out 120 millions to Whistleblower Program and even more in some other years. Would you report someone you know to the IRS for tax issues hoping to get a reward?
