{UAH} Was it not George Bush who came up with the doctrine of "Pre-emptive Self Defense"?

Here is the definition of pre-emptive self defense doctrine.

"The doctrine of pre-emptive self-defence assumes the right to use force without international authorisation in order to prevent the development of a possible future attack by another state."

Under international law, Russia have the rights to attack and invade Ukraine. Let them stop lying and using propaganda to get sympathy and consent of the public.
