President Biden Authorizes Activation Of Reservists For Military Support To Ukraine

President Joe Biden has issued an executive order granting the Pentagon the authority to activate reservists for U.S. military support to Ukraine.
The order also designates the U.S. military support to Ukraine under Operation Atlantic Resolve as a "contingency operation." Operation Atlantic Resolve was initiated in 2014 to strengthen the U.S. military presence following Russia's invasion of Ukraine and annexation of Crimea.
In a message to Congress, President Biden stated that the augmentation of the active Armed Forces is necessary for the effective conduct of Operation Atlantic Resolve in the United States European Command's area of responsibility. The President authorized the Secretary of Defense, as well as the Secretary of Homeland Security for the Coast Guard, to activate any units or individuals not assigned to a unit.
The number of activated members will not exceed 3,000 at any given time, with no more than 450 members from the Individual Ready Reserve. However, Pentagon officials have clarified that no combat troops will be deployed to Ukraine.
Army Lieutenant General D.A. Sims, the Joint Staff J3 director of operations, emphasized the growing support requirements in the U.S. European Command's area of operations. He stated that these authorities will enable the Department of Defense to better support and sustain its enhanced presence and operations in the region. Sims also reaffirmed the unwavering commitment to the defense of NATO's eastern flank in response to Russia's aggression against Ukraine.
Pentagon Press Secretary Brig. Gen. Pat Ryder explained that designating Operation Atlantic Resolve as a contingency operation unlocks capabilities and authorities that enhance support and sustainment for U.S. forces. This includes increased contracting responsiveness and personnel-related entitlements, ensuring that activated reservists receive the same benefits as active component personnel. The designation also improves the Pentagon's ability to track spending directly associated with the contingency.
Ryder clarified that the U.S. will not be adding additional forces in Europe but will have the flexibility to replace some forces with reservists if necessary. This allows for additional access to reserve component forces, such as the National Guard, to support Atlantic Resolve while enjoying the same benefits as their active duty counterparts.
President Biden's executive order comes on the heels of his participation in a NATO summit in Vilnius, Lithuania, where NATO members reaffirmed their support for Ukraine in its conflict with Russia. During the summit, President Biden highlighted the significant assistance provided by the United States, stating that the U.S. has contributed more than any other nation combined in terms of assistance and cost.
According to the Kiel Institute for the World Economy, the U.S. has provided over $78 billion in government aid since January 24, 2022, including more than $43 billion in military aid. This demonstrates the United States' commitment to supporting Ukraine in its struggle against Russian aggression.
