{UAH} Question to UAH survivors on 2md Republic

Acknowledging UAH is at the verge of taking its last breath I thought it wise to ask it barely surviving historicals a question that's been bothering me for decades amd counting.

Having a constitution essentially means a country is under a republican form of government. 

Uganda's constitution was suspended  thrice and in one case absolutely obliterated.

We all largely know it never existed from 1971 to 1978 bit it was also suspend I'm the couple of months under Lutwa and another 8 whooping years under Museveni.

The exception is that in the 70s it was rule by presidential decree.

Not a simgle constitutional lawyer in Uganda noticed and informed Ugandans that Uganda hasnt been a republic straight up since 1962 but in the years and months the constitution was suspended the country also intermittently ceased to be a Republic, esp in the 70s under rule by presidential decree.

If any Constitutional lawyer had been sharp enough like this Baboon he/she would have informed the powers that be to take oaths to office promising to genuinely lead the ""Republic" of Uganda"" under suspended constitutions bcos without a constitution a country is no Republic.

The idea and origin of the "2nd Republic" is inherently French and for France whose 2nd Republic bore the hallmarks of an overhauled constitution. Any mentioned of 2nd Republic will draw a historians attention to France.

As usual, I contacted my dear good and trusted uncle Google simply asking "meaning of 2nd (second) Republic"

Not disappointing he defined it as "the republican government of France from the deposition of Louis Philippe (1848) until the Second Empire (1852) the period during which this form of government existed (1848–52)"

Keyword "the republican government of France", meaning it had a constition.

Question is, how did the 70s Uganda dictatorship come with the idea of calling or naming itself "2nd Republic" yet it had no constition and the country was literally not a Republic by virtue of rule by presidential decrees?

By the same token Uganda current is matter of fact in its 4th Republic being the country is governed by its 4th Constitution.

Oh, by the way, much as I want clarity I also have a one word answer on why Uganda continued being a Republic during intermittent absence of a constitution.

I need to meet one of the acclaimed constitutional lawyers in Uganda for a pint of Chibuku to argue this out with a Baboon who has no idea about the constitution - any constitution.

They are the MOST boring paperworks to read and unfortunately politicians too, find it boring and as such know very little about this "bible" that sustains their livelihoods.

Here are two famous 2nd Republics you may want to know and both bare one similarity - Constitions.

ADDENDUM: Sympathy call by this Baboon. Thought we were done with winter and garaged my family's winter warming "devices" such as winter coats, boots, earmaps and gloves. We have a visit lasting 3 days from Tuesday by the Arctics gods to deliver their brutal finale' of the lethal cotton woollen substance.
