{UAH} SOUTH SUDAN: UGANDAN MPs, DR MACHAR: THE ERA OF WARLORDS IS LONG GONE!

Dr Machar's response to Museveni over the crisis is South Sudan is expected but it ends there. The era of warlords is long gone. The era when innocent citizens would be brutalised and murdered by their 'leaders' under the guise of 'internal affairs' 'sovereignty' and 'territorial integrity'. By the way, why didn't you say the same in the early and later 90s as SPLM fought against Khartoum? Or you have chosen to forget? You can run but you will not hide. True, there were weaknesses within the administration, but all you needed was the leadership foresight and humility to sit and resolve them. People died over the 20 years as you 'struggled' against Arabs. Where are the Arabs now? How come you can proudly say you are in touch with secretaries in the US, but have the guts to rebuke your next door neighbour and erstwhile benefactor? Who has a bigger stake in South Sudan? The US or the EAC/IGAD/Uganda?  You have a window of hope. Cease the fire, save innocent herdsboys from senseless killing and dying, seek the intervention and counsel of elders and lead your people to prosperity. Nothing more. Nothing less. 

Equally out of order are Uganda's MPs who jump on any 'opportunity' to arouse relevance. Regional and global dynamics are such that we cant let warlords kill innocent people. Innocent South Sudanese need life. Moreover, you want Ugandans evacuated, yet you question the role of UPDF in Sudan. While it is okay for France to come into CAR and Mali to settle crises, Ugandan MPs  find it strange for Uganda to calm a next door neighbour whose fate is intertwined with ours. Honorable MPs, that's the reality of the current global dynamics. Would you complain if Britain sent in troops to save its former colony? Am sure not....there you go!!

{UAH} The Finger Prints on Genocide in South Sudan

Any body with keen interest in South Sudanese current affairs could not have missed the recent shuttle diplomacy waged by the regional leaders and diplomats to end the ongoing crisis in the country. That is very encouraging and should be supported by all people of good will.

Unfortunately, what is now diminishing through the thin air of that diplomacy is the ugly fact that weltered with decomposing corpses and their fetid smell in the air, Juba, the capital of South Sudan is a crime scene against humanity and should be treated as such at the time of this writing.

Worth noting also is the chilling truth that among those cheeky personalities rubbing shoulders with regional leaders and diplomats to bring peace to South Sudan are red-handed suspects in the ongoing genocide.

Meanwhile preventive diplomacy can surely minimize the magnitude of the crisis and save more lives; one delicate affair in the process is avoiding diplomatic niceties to overshadow the criminal responsibility of those whose finger prints are notoriously evident on those crimes against humanity.

Thus, on behalf of the murdered victims, traumatized survivors and their families, I write to recommend that the peace process goes hand in hand with a multi-national investigation of these premeditated heinous crimes against humanity.

Any thing short of that is another betrayal to humanity and South Sudanese citizens of Nuer ethnic origin who have perished in the ongoing genocide.

Experiences elsewhere have taught us that war fatigue and desperate yearning for peace can easily give way to impunity that could haunt the nation in question for an unforeseeable future.

Speaking as a practised diplomat, I mean the diplomatic tendency to avoid antagonizing the genocidaires, who might walk out of "the peace process."

This often frightens diplomats who fear "upsetting the peace process." For example, in Naivasha for South Sudan, or in Abuja for Darfur in 2005, the argument became: "don't upset the fragile new order in Khartoum since signature on the agreements settling the civil war in the South serves the greater good. Let's now concentrate on getting the Darfur 'rebels' to reach a similar agreement with Khartoum in Abuja, under the African Union."

Meanwhile the ethnic cleansing of Darfur and genocidal massacres and rapes continued daily. This argument, which diplomats often naively espouse, ignores the fact that genocidaires are serial killers whose blood thirst can never be quenched by a peace meal.

Hence, policies toward them based on fear lead only to appeasement and further genocide.

In the case of the ongoing genocide in South Sudan, the prime suspect, General Salva Kiir Mayardit has already offered unconditional cease fire and peace talk but the genocide continues.

Like any genocidaires, Kiir is a serial killer, a master of genocide and ethnic cleansing.

As a career military intelligence officer, he is well trained in cold blood killing and practised that well during the liberation struggle where he executed murder of the bulk of our liberation politicians.

He is doing that now with efficiency on our unarmed civilians in Juba. Presently, the only safe heaven for South Sudanese of Nuer ethnic origin without guns is the UNMISS concentration camp near Juba International Airport where his Propaganda Chief, Justice Michael Lueth, has been calling them out to finish what they have started.

Nobody talks about that now where as Kiir is preparing for more genocide. That is why I write to strongly recommend that both the international criminal investigation and the peace talks go on simultaneously.

Criminal Investigation as an inquisitive process starts with these questions: What, Where, How and Who?

Legally speaking, the process proceeds with one fundamental question: has a crime been committed in violation of an existing law? If yes, then what is the name or definition of the crime committed?

In this case, a crime has been committed in violation of the Transitional Constitution of South Sudan, Rome Statue and the Geneva Convention.

Genocide in this case is defined as "the intentional destruction, in whole or in part, of a national, ethnical, racial, or religious group, as such.

Was it systematically organized by General Kiir's regime using his privately armed Dootku-Beny militia, tanks and other lethal weapons?

Were the victims chosen because of their ethnic identity? If yes again, then only South Sudanese of Nuer ethnic origin in 107, Guddele, Gurei, Eden, Manga, Jabel villages were targeted and are now the dominant IDPS in UNMISS compound and the Dinka homes nearby were left untouched?"

Is this an intentional destruction, in part, of ethnic and racial group? If yes, then, this in short, is genocide.

As for who did what, the finger prints of the following top seven names have surfaced with probable cause beyond a reasonable doubt:

1. General Salva Kiir Mayardit, the President of the Republic of South Sudan who declared the state of emergency leading to the mass killing.
2. General Malong Awan, the current Governor of Northern Bar-Elghazal State who personally recruited Dootku-Beny Militia from NBGS and Warap States and commanded Dootku-Beny during the genocidal operation.
3. General Marial Chinoum, the field General who executed General Salva Kiir's orders to disarm Nuer soldiers within Tiger Battalion and ordered the use of tanks to kill 22 unarmed bodyguards of Dr. Riek Machar and seven bodyguards of Hon. Gier Chuang Aluong.
4. General Salva Mathuok Gengdit, the former Deputy Minister of Interior and Salva's father-in-law who was seen in Dootku-beny uniforms commanding part of the genocidal force during the operation in Juba.
5. General Garang Mabil, a notorious general on reserve from Warap State who was reinstated to active duty during the genocidal operation to execute the genocide.
6. General Bol Akot, a general in reserve reinstated after the clashes to execute the genocide in Thuk sita and Gudele.
7. General Alew Ayieny, the Current Minister of interior who was seen in military uniform commanding a police force in collaboration with Dootku-Beny.

In conventional practice, those primitive tribal generals should be charged with the following crimes:
1. Genocide and crime against humanity
2. War crimes in violation of Geneva Convention
3. Vandalism and formation of a private tribal army for the sole purpose of committing genocide in violation of South Sudan Transitional Constitution

Those of us who speak the language of criminal law know damn well that genocide as an act of mass killing is a joint enterprise with many accomplices including the demagogues and propaganda pundits.

As for proving the Mensa Rea, Kiir is physically on record graduating his Dootku-Beny Brigade alone without involving the SPLA Chief of General Staff and the Ministry of Defence, and declaring state of emergency and quoting 1991 Bor massacres proving both motive and the criminal mind behind the act of genocide.

With these, I rest my case.

{UAH} Masculinity and Violence in Conflict

Why does masculinity devolve into madness in the face of violence? Why is it that we time and time again see a marked increase in the horrific misdeeds committed by men toward women when conflict arises? Throughout history, including up to this very day, a consequence of large-scale violence and war is a significant increase in the rate of gender-based violence that women experience in the form of rape and specific targeting by combatants. During widespread conflict, the breakdown of society and normalization of violence that extends from war into broader society is a commonly used explanation for rampant gender-based violence. Hypermasculinity, a term used to describe an increase in aggressive and misogynistic masculine traits, is also used in explaining why gender-based violence is practically treated as a given component of war. Even after a conflict has been politically resolved, the impact that widespread violence and societal conflict has on the people that experience it and live through it is profound, traumatizing, and proves difficult to overcome.

{UAH} Transparency for what? The usefulness of publicly available budget information in African countries

Advocacy and civil society groups around the world are increasing their calls for governments to publish budgets and expenditure reports, not least in Africa, where budget transparency remains low by global standards.

However, while governments are often praised internationally for the number and type of budget documents they release, less attention is given to the content of these documents and whether they allow for meaningful budget analysis. This note considers whether the budget documents released by African governments are sufficiently comprehensive to answer basic questions about budget policy and performance. It spotlights those African governments surveyed in the Open Budget Survey with the strongest transparency records, examining:

• whether their budget reports are accessible online;
• the number of years for which reports are available;
• the coverage and detail of these reports; and
• the comparability of the budget data across countries.

While the national budget is but one of the many reports and documents citizens need to scrutinise government performance, it is an important foundation for other performance information, as it allows stakeholders to understand how their local concerns fit into the broader canvas of revenue collection and resource allocation. Improving the usability of national budget information should therefore be of interest to both international and domestic stakeholders.

{UAH} S Sudan Rebels Take Most of Strategic City of Bor

Anti-government rebels in South Sudan took control of nearly all of a strategic city on Tuesday even as officials announced that representatives from the government and the rebels agreed to hold talks for the first time.

The announcement that talks would soon take place in neighboring Ethiopia was the first political breakthrough since ethnically-based violence began coursing through South Sudan late on Dec. 15. The violence has killed more than 1,000 people — a number that is believed to be a low estimate — and has seen the country's two most powerful ethnic groups fight each other.

The United States envoy to the region, Donald Booth, met with President Salva Kiir on Tuesday — their fourth meeting in eight days — and spoke on the phone with the former vice president, Riek Machar, who is accused by the government of having tried to carry out a coup, a charge he denies.

Booth told reporters in Juba that the commitment to meet by the two sides was a "first step but very important step" toward achieving a cessation of hostilities and substantive talks to resolve the underlying political issues that could bring a halt to the violence.

Earlier in the day, heavy fighting erupted in Bor, the contested provincial capital of Jonglei state, which is a short drive from the capital, Juba. Government troops battled renegade forces loyal to Machar including the Nuer tribal militia known as the "White Army," said military spokesman Col. Philip Aguer.

South Sudan's government had been warning of a looming battle for Bor, at one point saying 25,000 armed youths were moving toward the city. That number was later lowered but enough forces converged Tuesday to take control of most or all of the city, said a senior U.S. official who insisted on anonymity.

Bor is the town where gunfire hit three United States military aircraft trying to evacuate American citizens on Dec. 21, wounding four U.S. service members. A pro-Machar commander who defected from South Sudan's military, Peter Gadet, mobilized "elements of the White Army" in a bid to retake the town, according to Aguer. The White Army is so named because of the ash fighters put on their body to protect themselves from insects.

The recapturing of Bor, which is only about 120 kilometers (75 miles) from South Sudan's capital, Juba, could give Machar an upper hand at the negotiating table. But international officials urged Machar not to move his troops past Bor toward the capital, Juba, said an international official who insisted on anonymity because he wasn't authorized to speak to the press.

On Monday Ugandan President Yoweri Museveni warned Machar to report to the negotiating table, or "we shall have to go for him, all of us." Ugandan troops and several of their attack helicopters are already in South Sudan assisting the military, and international officials do not want to see more countries become involved in the warfare. Because of its long years fighting in Somalia, Uganda has perhaps the most seasoned military in East Africa.

Machar appears to be sending representatives to the negotiating table even though one of his earlier demands — that about a dozen high-level political prisoners being held by the government be released — has not yet been met. Machar has not repeated his demand in recent days that Kiir step down as president, the senior U.S. official said.

South Sudan has been hit by unrest since Dec. 15, when fighting among presidential guards later spiraled into ethnically-based violence across the country. Although an uneasy calm has been restored in the capital, Juba, violence persists in other parts of the oil-producing East African country. Rebel forces still control the oil-producing center of Bentiu, said army spokesman Aguer.

Regional leaders under a bloc known as IGAD last week set Tuesday as the deadline for Kiir and Machar to start peace talks.

Although Kiir insists the latest unrest was sparked by a coup mounted by soldiers loyal to Machar on Dec. 15, this account has been disputed by some officials of the ruling party who say violence broke out when presidential guards from Kiir's majority Dinka tribe tried to disarm guards from the Nuer ethnic group of Machar.

The U.N. mission in South Sudan said in a statement Tuesday that it was "gravely concerned about mounting evidence of gross violations of international human rights law" across South Sudan since mid-December. "Extra-judicial killings of civilians and captured soldiers have occurred in various parts of the country, as evidenced by the discovery of large numbers of bodies in Juba, as well as the Upper Nile and Jonglei state capitals of Malakal and Bor, respectively," the statement said.

South Sudan has been plagued by ethnic tension and a power struggle within the ruling party that escalated after Kiir sacked Machar as his deputy earlier this year. Machar has criticized Kiir as a dictator and says he will contest the 2015 presidential election.

The United Nations, South Sudan's government and other analysts say the dispute is political at its heart, but has since taken on ethnic dimensions. The fighting has displaced up to 180,000, according to the U.N.

Britain's aid millions help the most corrupt regimes in the world it is revealed as Cameron's target is finally hit

  • Study carried out by respected organisation Transparency International
  • Virtually all the countries with the most serious corruption problems receive lavish aid from Britain

Britain has finally hit David Cameron's controversial foreign aid target, spending more than £11.2billion in a year.

But the news came at the same time that it was revealed that millions of taxpayers' money is helping to prop up the most corrupt regimes in the world.

A study by the respected organisation Transparency International (TI) reveals that virtually all of the countries with the most serious corruption problems receive lavish aid from Britain.

Detailed figures show that we sent funding to all ten of the worst offending nations in 2012. Between them they received almost £500million from the British taxpayer.

The Prime Minister's goal of devoting 0.7 per cent of Britain's income to foreign aid was reached yesterday. The target required a 30 per cent increase in the foreign aid budget last year – making it more than the amount set aside for the entire Home Office.

But the revelations about corruption will fuel concern that much of the aid never reaches those it is intended for.

Tory MP Peter Bone said: 'I am sure ministers take what precautions they can, but the situation in many of these countries is so bad that there is no way of knowing where the money ends up.

'It all comes down to this ridiculous artificial target which means we have to send more and more money every time the economy improves, rather than having a real assessment of need.

'It is a really dangerous system … it just plays into the hands of corrupt politicians and officials.'

TI identifies the Somalian regime as the most corrupt and the World Bank rates the country as one of the worst governed in the world. But in 2012 Britain gave the impoverished African nation £86.8million. 

Somalia is one of a number of countries where aid is channelled through charities and agencies rather than central government in a bid to sidestep corruption.

But a report in December found many of these organisations were forced to hand over large sums of cash to terrorist group Al-Shabaab in return for protection.

Britain also sent more than £200million to Afghanistan – rated as the world's third most corrupt regime. The money was given despite a report from the Independent Commission for Aid Impact two years ago which warned British aid was at risk of theft, corruption and fraud.

The watchdog said 'significant improvements' were needed to protect taxpayers' money.

Newly formed South Sudan received £107million in British aid, but also has a dismal record for corruption.

TI ranks the troubled state as the fourth most corrupt. In 2012 South Sudan's parliament suspended 75 officials in a scandal involving the theft of £2.6billion from the fledgling country.

Syria, one of the fastest risers in TI's annual corruption index, received £38.5million in 2012 – a figure thought to have increased dramatically in the past year as the humanitarian crisis worsened. Earlier this month the Government suspended non-lethal military aid to northern Syria because of evidence it was falling into the hands of rebel groups linked to Al Qaeda.

Other corrupt nations enjoying British funding include Zimbabwe and the Democratic Republic of the Congo – 19th and 23rd in the index – which were both handed £139million. Pakistan, was given £197million despite being the 31st most corrupt.

The Department for International Development (DfID) said it has a zero tolerance approach to corruption and that there were 'rigorous checks to protect taxpayers' money'.

A DfID spokesman said: 'Stopping terrorism, money laundering and tax evasion in the world's most dangerous places is firmly in our own national interest. Fighting poverty and corruption will help to end aid dependency more quickly.'

Around £750,000 of taxpayers' money is given to North Korea through the Foreign Office but this goes to aid agencies, not the autocratic regime.

A FCO spokesman said the British Embassy in Pyongyang provides 'a very small amount of funding to individual community projects' for 'vulnerable groups'.

The huge rise in British aid is in stark contrast to other developed countries, most of which are slashing their aid programmes.

United Nations figures reveal that average aid spending is 0.29 per cent of income – less than half what Britain has budgeted.

Two Million People Have Signed Up For Obamacare: Official


WASHINGTON, Dec 31 (Reuters) - Over two million people have enrolled in health insurance plans through the federally run HealthCare.gov and state healthcare enrollment websites, a U.S. administration official said on Tuesday. HealthCare.gov covers 36 states, and another 14 states have their own websites. While short of the 3.3 million enrollees the Obama administration was hoping for by now under what has become known as "Obamacare," the number is a dramatic improvement from a month ago - when barely 150,000 had signed up because of technical problems with HealthCare.gov.
