German Scientists Prove There is Life After Death

Berlin| A team of psychologists and medical doctors associated with the Technische Universität of Berlin, have announced this morning that they had proven by clinical experimentation, the existence of some form of life after death. This astonishing announcement is based on the conclusions of a study using a new type of medically supervised near-death experiences, that allow patients to be clinically dead for almost 20 minutes before being brought back to life.

This controversial process that was repeated on 944 volunteers over that last four years, necessitates a complex mixture of drugs including epinephrine and dimethyltryptamine, destined to allow the body to survive the state of clinical death and the reanimation process without damage. The body of the subject was then put into a temporary comatic state induced by a mixture of other drugs which had to be filtered by ozone from his blood during the reanimation process 18 minutes later.

The extremely long duration of the experience was only recently made possible by the development of a new cardiopulmonary recitation (CPR) machine called the AutoPulse. This type of equipment has already been used over the last few years, to reanimate people who had been dead for somewhere between 40 minutes to an hour.

Near-death experiences have been hypothesized in various medical journals in the past, as having the characteristics of hallucinations, but Dr Ackermann and his team, on the contrary, consider them as evidence for the existence of the afterlife and of a form of dualism between mind and body.

The team of scientists led by Dr Berthold Ackermann, has monitored the operations and have compiled the testimonies of the subjects. Although there are some slight variations from one individual to another, all of the subjects have some memories of their period of clinical death. and a vast majority of them described some very similar sensations.

Most common memories include a feeling of detachment from the body, feelings of levitation, total serenity, security, warmth, the experience of absolute dissolution, and the presence of an overwhelming light.

The scientists say that they are well aware the many of their conclusions could shock a lot of people, like the fact that the religious beliefs of the various subjects seems to have held no incidence at all, on the sensations and experiences that they described at the end of the experiment. Indeed, the volunteers counted in their ranks some members are a variety of Christian churches, Muslims, Jews, Hindus and atheists.

"I know our results could disturb the beliefs of many people" says Mr Ackermann. "But in a way, we have just answered one of the greatest questions in the history of mankind, so I hope these people will be able to forgive us. Yes, there is life after death and it looks like this applies to everyone."

A man with a rifle shot a soldier standing guard at the War Memorial in downtown Ottawa, and witnesses said there were further shots fired in Centre Block on nearby Parliament Hill.

It was not immediately known if there were further injuries.

Alain Merisier, who works at the cafeteria in the Parliament building, told CBC News that said he saw a man in a car at the Centre Block with a long gun.

Witnesses said they then heard shots fired, and there was an unconfirmed report of a person injured outside the Library of Parliament.

Police confirmed the shooting at the War Memorial, and sealed off the area while the injured soldier was given emergency medical aid. He was later put into an ambulance.

"We were waiting there for a city tour and suddenly I heard four shots," said Jan Luchtenburg, a tourist visiting downtown Ottawa from Holland.

"Suddenly I saw a small guy with long black hair... with a long rifle, and he ran away after the shots, across streets in the direction of Parliament Hill," he said.

Reevo Namic, another bystander, said "all of a sudden I just heard a shot, turned around and there was a guy with a rifle....and just pow pow."

"Then I saw one of the other armed forces guys just running. He barrelled over, just ran right over. The other guy just dropped. I looked back and just dived underneath and immediately called 911."

The National War Memorial stands in Confederation Square in the heart of downtown Ottawa. The Parliament buildings are to the northeast.

MPs moved to safety

Scott Walsh, who was working on Parliament Hill, said he saw a man running with a double-barrelled shotgun, wearing a scarf and blue jeans.

Walsh said the man hopped over the stone fence that surrounds Parliament Hill, with his gun forcing someone out of their car. He then drove to the front doors of Parliament and fired at least two shot, Walsh said.

Cabinet ministers, MPs and journalists in the buildings housing the House of Commons and Senate were in lockdown as police tracked the gunman.

The Prime Minister's Office says Stephen Harper is safe and not on Parliament Hill. Opposition Leader Tom Mulcair and Liberal Leader Justin Trudeau are also reported safe.

Police are still searching for the gunman, and have sealed off the area, moving bystanders and reporters to the nearby Chateau Laurier Hotel. Other witnesses were taken to the city's police headquarters.

New Democrat MP Hélène Laverdière said she heard 20 to 30 shots, and hit the floor. She and fellow MPs Charlie Angus and Rosane Doré Lefebvre were later led out of the Centre Block to safety.

Doré Lefebvre said she was worried about getting her daughter from the daycare facility on Parliament Hill.

Dearest Nina,
Its has been a while since I last wrote to you.
I really hate it when I have to say, I told you so! All indicators suggest that i am a prophet! your party dear, is falling apart. These days mzee Kaguta is querulous and quarelling with everybody! His favourite punching bags are the men of god -those ingrates who spat on him after accepting his gifts and bribes! They remind me of a Dr Tamale once Headboy of St Mary's college Kisubi, the only school in Uganda who campaigned for power in the usual manner including handing cigarettes out and then proceeded to stamp the habit out once he got the power. Having not been in Kisubi during that election, it was one of the legends we heard about him when we joined the school!
The tragedy in Uganda is that such people who would have mad good leaders of tomorrow have been forced to vote with their feet rather than pay homage to mediocrity masquerading as vision!
Watching the NRM these days, one has a sense of panic and confusion!
As for daddy dear, I always told you that he was handed a poisoned chalice! Mbabazi was given the kiss of death by the Capo di tutti capi when he annointed him PM. This is classic "The Godfather".
Watching the NRM now gives one the impression that we are watching the last five years of KANU and Moi.
Watching the recent events in Egypt suggest the Generals need to be watched very carefully.
Surely Muhoozi was not trained and promoted on steroids just so he could sit back and watch. Thats another corner that needs to be watched.
Janet did not decide to come out of the kitchen just so that she could be sent back to the kitchen. that poll listing her as a possible presidential candidate was surely a plant! Why would anyone even be interested in asking the question! aren't there any suitably qualified Ugandans that another Museveni? whoever ever convinced herr that she wa sa politician, needs to get lined up against a wall and shot, and then his body should be caned and cremated!
And what exactly is commander Saleh upto these days? Last he appeared in public was to claim he had been deployed to mobilise youth a farmers. where is the cooperatives and youth money?
Bukenya is coming out of his depression and just flexed some muscle by hosting the Buganda caucus meeting. Its an old trick of his -pulling a hat trick out of his behind whenever the one with a vision threatens to drop him.
The GAVI trio have just had a reprieve. Given they are all CEC members not quite friendly with the PM. What exactly is cooking in the NRM? Is one looking at a showdown with AM? Wings getting clipped? And what does one make of the 45 he was awarded in the poll?
And that fiasco in Arusha? Why am I even bothering? Never correct your enemy when they are making a mistake! May the NRM show us more Arusha's. Maybe the sleepy ugandans will wake up and give them the boot!
And that new mini NRM of Sekikuubo? KANU-Orange anyone?
As for all the Somali terrorists suddenly all heading for Kampala? Methinks it was a figment of Kayihura's imagination designed to get a slice of the budget cake! the timing is just a tad too perfect!
I can say for a fact that we are heading for interesting times. Certainly the end days are nigh! i for one bought myself a popcorn machine and iced coke machine -you know being a teatotaller like mzee Kaguta and all!
As for the poor opposition, those ones are even more confused than the NRM I would think. Mao's recent misguided missiles and uncoordinated troop movements were appalling. nevertheless even in their confusion, they have managed to trounce the NRM inside court or at the polls in every contested seat and by election since the so called win by the NRM in 2011!
As usual, I will be quite happy to hide you under my bed when the chicken dung hits the fan and the paesants come for their loot! You will of course have to bring my ten percent but as you know these things, tujja kuteesa!
As usual, I write this with all my love!

Kampala (AFP) - A Ugandan judge dismissed the case Wednesday of two men accused of having homosexual sex, the first since tough laws were repealed, their lawyer said.

Kim Mukisa and Jackson Mukasa, who had rejected all accusations since their arrest in January, celebrated as they left court, an AFP reporter said.

"The case has been dismissed in favour of my clients... the prosecution has not been able to produce the witnesses," lawyer Fridah Mutesi told AFP.

They were arrested just weeks before President Yoweri Museveni passed a law further criminalising homosexuality in the socially conservative east African nation, and accused of living "as husband and wife".

Museveni's signing of new anti-gay laws drew international condemnation, with US Secretary of State John Kerry likening it to anti-Semitic legislation in Nazi Germany.

The anti-gay law signed by Museveni has since been revoked on a technicality, but the pair were charged under a 1950s penal code which remains in force and prescribes jail for those found guilty of homosexual acts.

Critics said Museveni signed the law to win domestic support ahead of a presidential election scheduled for 2016, which will be his 30th year in power.

Benedicto Kiwanuka was born in May of 1922 in Kisabwa in the Buganda kingdom of Uganda, the son of a minor but wealthy Roman Catholic Buganda chief. Kiwanuka received his early education in mission schools, and his career must be seen in relation to a continuing relationship with the Catholic groups of Uganda. During World War II Kiwanuka served in the African Pioneer Corps, with duty in Kenya, Egypt, and Palestine, completing his military career with the rank of sergeant major.

After the war Kiwanuka returned to Uganda and took employment in the Judicial Department as a clerk and interpreter. Wanting to study law, he prepared by attending Pius XII University College in Basutoland (now Lesotho) from 1950 to 1952, before proceeding to Britain to attend University College, London (1952-1956). He was admitted to the bar at Gray's Inn in February of 1956. Returning to Uganda. he practiced law privately from 1956 to 1959.

At this time, Uganda was moving to gain independence. But it had special problems due to its complicated administrative structure, especially with the highly organized kingdom of Buganda, which was also the most economically advanced section of the country. Many of its leaders were little disposed to diminish their state's special position by submerging it in a greater union. Among the various political organizations formed in this time of flux was the Democratic Party, the result of pressure from Roman Catholic groups, who thought that members of their religion did not have sufficient representation—in relation to their numbers—in the Ugandan political arena. Efforts were made to draw non-Catholic support as well, but the Democratic Party always kept a damaging reputation as being too closely tied to one religious body. Kiwanuka became its leader in 1958 and subsequently relinquished his law practice so that he could devote his time to politics.

You, guys, in NRM are giving too much powers to president Museveni. I don't think it's right for the ruling party to behave like this. What you are likely to have after the 15th December delegates conference, is a "king" in NRM rather than a party chairman, and that's very unfortunate. Museveni should listen to Hajji KK as I understand he raised similar concerns in the recently concluded NEC meeting at statehouse.

The NRM background which feared to separate Chairperson of the executive committee from the legislative organ as a result between the late Prof. Yusuf Lule and Prof.Edward Rugumayo in 1979, and a clash between the Political Commission chairperson Godfrey Binaisa and Military Commission, the late Paulo Muwanga in 1980, in 1986 made Chairperson of NRM to be to be automatically the Chairperson of /NRA High Command and NRC, and since 2005 the National Chairperson of NRM is automatically the Chairperson of the Central Executive Committee, the National Executive Committee and the National Conference.
It is likely that in the coming National Conference meeting in December, the party constitution is likely to be amended so that the National Chairperson is likely to get powers to appoint a General Secretary and a Deputy General Secretary as it is the case with some parties like ANC, to replace a Secretary General and Deputy Secretary General elected by the National Conference.

{UAH} GENERAL SECRETARY LIKELY TO REPLACE SECRETARY GENERAL

After 1996 elections, a bill was drafted for setting up Movement system structure. Some had opinion that the National Political Commissar and directors at the Movement Secretariat should be elected by the National Conference other than appointed by Chairperson of the Movement.
One of the eraly aspirants was Dr. Kizza Besigye, a former NPC, and Maj. John Kazzora, a former SDA/DA/CGR/RDC Kabale and Kampala.
There was no doubt that Besigye, bhad already developed preskidential ambitions and he wanted to use the strategic position to fight from within.
Eventually there was consesus in the 6th Parliament that the NPC and other directors should be appointed by the Chairperson and approved by the National Conference.
The Speaker of the 6th Parliament James Wapakhabulo resigned and was appointed NPC, and according to the then New Vision's Political Writer, Ofwono Opondo, he was being groomed as a Presidential Successor.

Afghan opium poppy yield hits all-time high

Farmers grew 209,000 hectares of opium poppy despite US spending $7.6bn on counter-narcotics efforts since 2001

Opium poppy cultivation in Afghanistan has hit an all-time high despite years of counter-narcotics efforts that have cost the US $7.6bn (£4.7bn), according to a US government watchdog.

The UN Office on Drugs and Crime reported that Afghan farmers grew an “unprecedented” 209,000 hectares (523,000 acres) of opium poppy in 2013, surpassing the previous high of 193,000 hectares in 2007, said John Sopko, the special inspector general for Afghanistan reconstruction.

“In past years, surges in opium poppy cultivation have been met by a coordinated response from the US government and coalition partners, which has led to a temporary decline in levels of opium production,” Sopko said in a letter to the secretary of state, John Kerry, the defence secretary, Chuck Hagel, and other top US officials.

“The recent record-high level of poppy cultivation calls into question the long-term effectiveness and sustainability of those prior efforts,” he said on Tuesday.

Afghanistan produces more than 80% of the world’s illicit opium, and profits from the illegal trade help fund the Taliban insurgency. US government officials blame poppy production for fuelling corruption and instability, undermining good government and subverting the legal economy.

The US has spent $7.6bn on counter-narcotics efforts in Afghanistan since the start of the 2001 war, it said.

Sopko said the UN drug office estimated the value of poppy cultivation and opium products produced in Afghanistan in 2013 at about $3bn, up on the $2bn estimated in 2012.

“With deteriorating security in many parts of Afghanistan and low levels of eradication of poppy fields, further increases in cultivation are likely in 2014,” Sopko said.

He said affordable deep-well technology brought to Afghanistan over the past decade had enabled Afghans to turn 200,000 hectares of desert in the south-west of the country into arable land, much of it devoted to poppy production.

In a letter responding to the findings, the US embassy in Kabul said the rise in poppy cultivation and decline in eradication efforts by provincial authorities was “disappointing news”. It said American officials were helping Afghans develop the ability to lead and manage a long-term counter-narcotics effort.

The embassy said the fight against poppy cultivation had had an impact on growers, resulting in a change in where the crop is planted.

“Essentially, poppy cultivation has shifted from areas where government presence is broadly supported and security has improved, toward more remote and isolated areas where governance is weak and security is inadequate,” it said.

Michael Lumpkin, the assistant secretary of defence for special operations and low-intensity conflict, said in a letter in response that the Pentagon had supported counter-narcotics operations by other US government agencies but was not responsible for managing poppy eradication programmes.

“In our opinion, the failure to reduce poppy cultivation and increase eradication is due to the lack of Afghan government support for the effort,” he said.

LONDON, Oct 21 (Reuters) - Uganda could rely on income from future oil exports to finance an $8 billion railway if funding talks with China fail to bear fruit, its president said.
Yoweri Museveni confirmed that Uganda had started negotiations with China on building the line that would link to Kenya, speeding up freight transport in the region. He gave no details about how far the talks had progressed.
"But if they don't (offer financing), we shall fund it ourselves," Museveni told Reuters on Monday on the sidelines of an African investment conference in London.
"Remember we have our oil, which we shall start harvesting in 2017, and that money will deal with these projects - railway and electricity ... China or no China, we shall build that railway."
The new line would run from the Kenyan border to Kampala, then north to South Sudan and west to the oil fields. It would supersede a narrow gauge line that now only operates to Kampala. The existing line, on which trains travel more slowly, has suffered from years of neglect. Most freight in Uganda goes by road.
Uganda believes that getting finance from China, which is helping build Kenya's new railway, would be cheaper than tapping international markets.
Uganda found commercial oil reserves in 2006 but production start dates have repeatedly been pushed back, partly because of disagreements with oil firms over whether to refine the crude in Uganda and partly due to the challenge of exporting from the landlocked nation.
Uganda was deemed to have commercially viable quantities of oil when recoverable reserves reached a threshold of 800 million barrels, a Ugandan official said. That figure has now reached 1.4 billion barrels and the discovery of oil in Kenya has made building a pipeline across both states more viable.
Oil prices, which have slipped from more than $110 a barrel in June to well below $90 a barrel, affect viability though falls can be addressed in production contract terms that ensure returns for firms are enough to keep projects going.
Uganda wanted a refinery built with capacity to process 120,000 barrels per day (bpd), a plan oil firms said was not commercially viable. Both sides have since agreed to a refinery with initial capacity of 30,000 bpd, rising to 60,000 bpd later.
Uganda has signed up to a proposal with Kenya to build a pipeline running to a planned oil terminal on the northern Kenyan coast.
Separately, the president shrugged off concerns about the Somali militant group al Shabaab, after it vowed more attacks on countries such as Uganda which contribute troops to an African peacekeeping force in Somalia.
"Al Shabaab is not a danger to Uganda because it can't take root in Uganda," he said. "They are not supported by the population."
"They are just a threat if they are not attended to," he said.
The al Qaeda-aligned group, which promised more attacks after U.S. missiles killed its leader in September, bombed sports bars in Kampala in 2010, killing 74 people. Last year, the group launched a deadly attack on a shopping mall in Kenya, another contributor to the African peacekeeping force. (Editing by Edmund Blair and Robin Pomeroy)
