The 6bn Shilling Oil Handshake.
Now that the Parliamentary investigation has concluded, issued its final report, and made its recommendations, I am worried at how the poor teagirl will refund the millions she got for her "patriotism" of adding conk "tangawizi & budalasiini" to the tea that made the Attorney General and company sharp enough to recover hundreds of millions of dollars for Uganda from Heritage Oil company.
But on a serious note, what I am honestly flabbergasted about is the idea of a culprit taking tax payer cash from state coffers to repay taxpayers money that he/she misused. Correct me if I am wrong, but this is an indication of irresponsible management and simple financial indiscipline. Exactly the kind of mismanagement/malpractices that are at the root of the corruption epidemic that has existed in this country since 1979. The very administrative vandalism that led state companies like Uganda Airlines, Uganda Railways, Uganda Commercial Bank, Diary Corporation, and hundreds of other once very successful national enterprises, to collapse. And countless government assets and properties sold at a total loss, or simply vanished. A complete misappropriation of state and national resources due to wrong ideologies that lack the basic principles enabling an individual to mentally differentiate between taking full personal responsibility for their wrong decisions, and making the public bear the burden of their poor decision-making. Basically confusing personal liabilities and public property.
I remember asking 'Which exact Rewards law was the presidential directive on the oil rewards implementing. Because, as per Article 99 of the 1995 Constitution, executive powers can only be used in implementing existing law'.
Since it has now been established that a rewards law does not even exist, we are therefore possibly discovering the complete illegality of the concerned presidential directive. And more worryingly, one now wonders how many other such orders exist out there?
This has probably been going on for the past three and ahalf decades.
With that in mind, it is fair to assume that Ugandans can now fully understand how managerial incompetence combined with dishonest escapism has bred, maintained, nourished, and fuelled the collapse of public services throughout the years, and the corruption infestation in all corners of service delivery across the country.
Indeed the fish rots from its bald head, right.
