{UAH} Institutional failure signals death of a country

The death of institutions in Uganda might be generating total chaos.
Today Uganda passes laws that are totally dysfunction days later once
enforced. Minister of financed is bypassed by parliament to pass a law
different from what was proposed!
Parliament itself is in wildness with members appearing to be out of
step with what is taking place in the country!
The president tells UNRA to allowed a blacklisted road construction
company to go ahead with their work, the same company only to turn
around and demand billions in compensation!
Now Kampala is going to become a kind of a war zone if the Presidents
directive is enforced with each MP escorted with armed vehicle and
personell.
I have effectively been here since 2008 - but no week passes without a
power blackout.
It is horrible.
