It seems to me it is full of ambivalence. It works either way or both ways:

Cos the incumbent shall claim that is exactly what he or she is

is doing: protecting the hard won. And the opposition also claim the same for their inspiration.

It is like both the Devil and the Saint praying to the same God!!
