[UAH] Big congs to promoted Generals and Ministers

Colleagues,

Let me take this opportunity to appreciate H.E the President, Gen.
Yoweri Kaguta Museveni, for exercising his constitutional duty in
making changes to his Cabinet and the army. It's a good move for
improving competence in government.

Specifically, I congratulate Hon. Dr. Rugunda, a man of integrity who
leaves a mark wherever he serves. Teammates often want him to stay. We
anticipate great effort to improve the health ministry, which is his
professional line.

In the army, Gen. Katumba Wamala's promotion comes as no surprise. A
professional with great reputation is Gen. Katumba's price tag. H.E
made the right choice to provide continuity in the process of
professionalization.

The same with Gen. Kale Kayihura who retains his posting as IGP. He so
deserved it for the ebullience with which he has transformed the
Uganda police into a Pan-African force with all-terrain capacity. The
Uganda police is has managed volatile occurrences with accuracy,
containing attempts by enemies of Uganda to make the country
ungovernable. He is a man of the people.

Some Ministers retained their postings as a sign of their ability.
Hon. Daudi Migereko's work at the ministry of Lands has seen
modernization of systems. It would have been a setback to transfer him
at this time. Migereko is one of the NRM ministers with no scandal and
very amiable.

As the young generation, we look up to such people for motivation and
hope they set the bars very high.
