Court issues arrest warrant for health Permanent Secretary

The Anti-corruption Court has ordered the arrest of the Health Ministry Permanent Secretary, Dr Asuman Lukwago, for charges related to theft of more than Shs1 billion for a Global Fund project.
Court issued an arrest warrant Tuesday after Dr Lukwago and two others, failed to appear in court in the afternoon to take plea.
Dr Lukwago,47, is wanted for allegedly conspiring with three other officials between November and December last year to steal the money from the Health ministry's Global Fund project.
He is jointly charged with Mr Ponziano Nyeko, 46, an Assistant Commissioner in the Health Ministry, Mr Alex Gumisiriza, 32, Finance Manager, Global Fund in the Health ministry and Mr Sabiiti Tibaijuka, 52, a former police officer.
According to the arrest warrant issued by Chief Magistrate Irene Akankwasa, Dr Lukwago is wanted in court on June 7 to answer to the charges.
Dr Lukwago is separately charged with neglecting his official accounting duties when he allegedly failed to ensure the proper expenditure of the Ministry funds as required by the Public and Accountability Act 2003.
According to the charge sheet, Dr Lukwago failed in his duty by signing Security Paper No. 186271 thereby authorising Bank of Uganda to credit a fraudulent bank account in the names of National Medical Stores.
In a related development, Mr Sabiiti appeared before the court Tuesday afternoon and denied the three counts of forging documents that among others included; a certificate of Registration, Partnership Deed and Company Resolutions, in order to open an account at ABC Capital Bank Ltd in the names of National Medical Stores.
He denied the charges before Ms Akankwasa, who remanded him to Luzira prison till June 7 when he will be reproduced in court for mention. His lawyers failed to secure bail for him.
