[UAH] Fw: [UGANDANS AT HEART(UAH) COMMUNITY] TRUTH AND RECONCILIATION:Ugandans have never had...

Abbey,
Truth and Reconciliation is actually Not a "time and resource wasting project". However, in order to take place it needs the spirits of those in power and not simply a heed to the call.
It is a "project" that requires total honesty and courage, especially with those in power who may find themselves answerable to so many topics that they find it better forgotten than talked about.

TRUTH AND RECONCILIATION:Ugandans have never...

TRUTH AND RECONCILIATION:Ugandans have never had a real truth and reconciliation commission to help put certain questions to bed. The one that was established in 1986 by the Museveni government lacked both political support and adequate funding. Its role was to inquire into "the causes and circumstances" surrounding mass murders, arbitrary arrests, the role of law enforcement agents and the state security agencies, and discrimination which occurred between 1962 and January, 1986. The commission, chaired by Justice Oder, was also supposed to suggest various ways in which we were to make sure that such things did not happen again in our country. The report was tabled in October 1994 but I'm sure it's one of those time and resource wasting projects governments in Africa don't take seriously. As a result, we are all in darkness about some things that happened in our country's history. I know the Uganda Human Rights Commission have got a copy at their offices but I wonder how the rest of Uganda can access it since the right to information Act is also not respected in the country. I'm sure it has got a lot of revealing information that could be interesting to read, and also help us find a way forward.
