New Katikkiro
JEEMA takes this opportunity to congratulate the outgoing Buganda
Kingdom Katikkiro, Owek. Engineer JB Walusimbi for the excellent work
rendered to the Kingdom in particular and Uganda in general during his
period of service. We wish him success in his next career.
At the same time, we warmly welcome the new Katikkiro, Owek. Charles
Peter Mayiga. The Justice Forum commits its full support to the new
Katikkiro and pledges to offer our competences and available resources
to realize the Kingdom's development aspirations that have direct
bearing to the entire Nation.
South Sudan
Reports reaching us suggest that almost everyday, since last year,
there is a body of a Ugandan returned home after being killed in South
Sudan by South Sudanese. This is not to mention harassment,
intimidation, and blackmail exercised against them by South Sudanese.
The victims' appeals for justice either from their home country or the
host country have, to a large extent not been met. Both the
administrations in Kampala and Juba have remained adamant to this
critical security issue.
Ugandans who have approached JEEMA are already running out of patience
and the anger boiling inside them is about to explode into retaliation
against South Sudanese resident in Uganda.
JEEMA's view with respect to this issue is that it's high time the
government of Uganda asked both the United Nations Security Council
and the Government of South Sudan to allow us send a UPDF contingent
into South Sudan to protect the lives of our citizens. If UPDF can
pacify and now protect Somalis who were being killed by fellow
Somalis; why not Ugandans being killed by South Sudanese?
Uganda has lots of legitimate interests to protect in South Sudan—
including bilateral agreements in trade and commerce, joint
infrastructure building projects as well as regional peace and
security missions.
JEEMA considers the reckless killing of Ugandans in South Sudan a
serious security threat and provocation to our national security. One
of the key mandates of the UPDF is to protect our citizens from within
and without.
General Sejusa
JEEMA agrees with the government that recent sentiments by the
coordinator of intelligence services Gen David Sejusa should not be
sensationalized by media outlets. We think and believe that also
government is aware that these sentiments are laden with power
hunger-ramifications.
Our appeal to the entire Nation is to view the whole set of Mr.
Museveni, Mr. Sejusa and Mr. Muhoozi as species of the same anthill;
you can hardly differentiate a male from a female one.
If present circumstances require a new leadership for Uganda and
indeed its long overdue, it should be the direct opposite of the
leadership that has held power for nearly the last three decades. It
should be a leadership that fundamentally departs from the current
orientation of military adventurism to shifting priority into
development sectors like health security, food security and
infrastructure building. Such a leadership cannot be provided by
military generals or brigadiers. And Uganda does not need to spend
half a century of years entangled in a state of militantism.
Wanton murders
On the night of May 16, 2013, two youthful Ugandans were yet again
murdered in cold blood. They are a man and his wife—both in their
early thirties residing in Kanyanya, four miles along Gayaza road.
While asleep, their dwelling was burrowed by the assailants in the
night and were cut by machetes to death!
JEEMA wishes to pass our condolences to the relatives and friends of
the deceased. At the same time we condemn in the strongest terms the
perpetuators of these wanton crimes. The late Ismail and his wife join
scores of other Ugandans murdered in similar circumstances.
Since last year in April when a prominent sheik Abdul-Karim Sentamu
was gunned down in the middle of the capital Kampala, neither the
police force nor any other security agency has attempted to conduct
meaningful and conclusive investigations to produce a competent report
thereof. They, instead, have actively engaged themselves in issues of
governance, which is clearly outside their constitutional mandate.
The blatant failure by security agencies to bring these culprits to
book is a clear testimony of their incompetence. They should,
therefore, be forced to resign these roles, since voluntary
resignation has never been part of their culture for the last nearly
thirty years.
