Its weeks now since i left Uganda on a routine journey. I didnt know that upon my departure mr kaihura and his operatives would violet all protocal and standard and standing operating procedures(sops)that govern military operations and go and arrest and ransack offices not only of senior member of government who holds the title of senior presidential advisor, coordinator security services(iso/eso), member of parliament representing updf, historical member of the high command ,army council and defence council,and a four star General who personally commanded and won at great cost some of key battles that led to the victory of the national resistance army.
But that is for another day. For today i need to address myself to the manner in which i have been disrespected by my juniors especially IGP Kaihura who even had to go to press and refer to a 4star General as talkig crap and rubbish. This is a very junior officer to me in any stretch of imagination. Who is giving Kaihura the clout to abuse the law with impunity?
First of all, why did those officers not follow protocal of government in dealing with this issue? Is it because they lack the experience and knowledge of how senior leaders in government should be handled? Or is it because they have become a law ounto themselves ? Dont they know that such impunity comes at great cost not only to individuals but also to the country?Am not under the police, my current deployment is under president's office. So why was some sections of the police and army ( i use sections here pointedly and deliberately) sent in such a brazen fashion to carry out some idi amin antics at our airport?who sent them?
I demand respect or those who do not give it should not expect it. Therefore IGP Kaihura and His accomplices must explain their actions and the basis for this irregular and illegal conduct.
The second point i want to deal with is the question of that frenzy,that unfortunate misuse of our security services when they surrounded the airport ,grabbed journalists etc etc that they wanted to arrest Sejusa! Sejusa was giong to his home, why could you not let him go home and then pick him from there without scanderising the country? Has it gone so bad that there is no one out there left who can even see that? What charge had been preferred agaist Sejusa to warrant such force? He was coming with British Airways, alone and unarmed,so what was all this about?
Just for the record, that letter, so talked about these days was an official communication between me and my surbodinate, the DGISO. Deliveries of letters or failure of the same in government departments cannot be a matter for the police unless of course there is total break down of government!
This was an internal communication. I did not go to the press. How Many letters have leaked before even from state house, why haven't they surrounded the airport in those events to arrest the authors? Or is it it touched a raw nerve? Is that it?
I wrote that letter in the course of my duty. It was duly delivered for those it was intended. If someone leaked it to the press, find that someone and go ahead and investigate what is contained therein!Stop this diversion and threats of death sentence and life imprisonment. Those should be reserved for those who have never fired a shot in anger. The babies!
Lastly i demand that the harassment of my stuff, people who were just doing their work stop. Intimidating of youth leaders etc must stop. Those aganged in these underhand activities may not know how dangerous that game they are playing is. But please leave innocent people alone.
