[UAH] Museveni: Tinye must apologise
Limited options: Gen David Sejusa either apologises or will face
arrest according to President Museveni
If Wednesday's meeting between President Museveni and youths allied to
Gen David Sejusa is any guide, the president dropped the clearest
indication yet that the controversial general would be arrested and
arraigned before a court martial on his return if he doesn't
apologise.
President Museveni urged about 400 youths, at State House Entebbe, to
abandon Sejusa and leave the army to handle him.
"Civilians should leave security issues, especially the issue of Gen
Sejusa, to the army. He has two options, either to apologise to his
superiors or face arrest and be ready to substantiate his allegations
in courts of law where he will be exonerated if found not guilty and
sentenced accordingly if found guilty," sources quoted Museveni as
having said.
The meeting had a unique blend of attendees including youths and some
musicians. They were reportedly mobilised mostly from Kampala and some
universities by junior Youth Affairs Minister Ronald Kibuule and state
operatives. Sejusa is in the eye of the storm, after he demanded an
investigation into an alleged plot to frame and possibly kill key
figures allegedly opposed to a Brig Muhoozi Kainerugaba presidency.
The youths have positioned themselves strategically as Sejusa
activists, promptly earning themselves a visit to the seat of power.
The youth first assembled at Kololo airstrip at 9am, and were first
taken on a tour of Namanve Industrial park before leaving for Entebbe.
They remained in the palatial residence from midday to 11pm. Each left
with at least Shs 200,000 in transport refund.
At least 40 musicians attended, including Catherine Kusasira, Saava
Karim, F. Ashaba, Doctor Tee, Betty Mpologoma and her sister Phoebe
Nassolo. Ssebina Ssekitoleko and Muwanga Lutaaya, the NRM spokesperson
for Wakiso district, also attended.
The Observer has been reliably told that whereas youths from the
Islamic University in Uganda, IUIU and Nkumba University attended in
large numbers, those from Makerere University were mobilised not to go
by their Youth Lord Councillor at KCCA Bernard Luyiga.
According to a source familiar with the meeting, Police boss Lt Gen
Kale Kayihura also attended. When contacted, Kayihura's aide declined
an interview and instead advised The Observer to send a text message
to his boss who would reply tomorrow. Kibuule could not be reached
too, but Sarah Kagingo, the head of communications in the president's
press office, confirmed the meeting took place.
"Yes, he [the president] met the youth, but unfortunately, I was not
in that meeting," she said.
It is said that apart from Ssewava, whom Sejusa denounced as his aide,
some youth who spoke appealed to the president not to prosecute Gen
Sejusa. Others, like Hillary Musoke of Uganda Youth Platform wept,
while others applauded whenever Sejusa's name was mentioned. Sejusa is
the patron of UYP.
Museveni, who reportedly wore a casual white shirt and was in a jolly
mood, praised UYP and promised to support its developmental projects
and fight against poverty through agriculture and industrial
activities.
Press warned
An insider source told us that the president warned that he would deal
with media houses and journalists who blow security issues like the
Sejusa saga out of proportion. He even threatened to close some
newspapers and radio stations that mislead the general public.
"Whereas all the youth who were organized by orders from the president
took the Shs 200,000 code-named transport refund, a few braved the
hunger while at State House and refused to eat the lunch or supper
served," the source added.
Fire Bukenya
Another source at the meeting told us that Muwanga Lutaaya, the NRM
spokesperson for Wakiso district, informed the president that NRM
leaders in the district had expelled Prof Gilbert Bukenya from the
chairmanship of Wakiso district.
"Your Excellency, your former VP Prof Bukenya was fired from the post
of Wakiso Chairperson and the major reasons are that he failed to
convene district meetings and has for quite some time been hobnobbing
with opposition politicians and ignoring us," Lutaaya reportedly said.
"On the other hand, Ssewava urged the president to offer himself for
the presidency come 2016, a proposal that amused Lt Gen Kayihura to
the extent that he clapped almost endlessly," said another source.
Mobilisation
In another development, the Gen Sejusa Return Committee has complained
about police harassment and death threats from anonymous callers
regarding their planned arrangements to welcome back the general. In a
press release on Wednesday, Councillor Luyiga who is in charge of
mobilizing university students all over the country and Moses Bigirwa,
the head of publicity for the grand Sejusa welcome, said their numbers
had swollen to two million and were getting bigger and bigger
everyday.
"We are pleased to announce that the opinion leaders and elders in
Sembabule, the general's birth place, have promised 50 buses of
supporters on June 2, 2013, the day he will return," Bigirwa said.
Bigirwa added that they would embark on national mobilization.
"We know we are going to face police resistance but we are ready for
anything. Our Secretary Shaban Senkubuge was on Tuesday arrested and
held for a day at Wandegeya police station, quizzed regarding our
welcoming mission and released after a day without a charge preferred
against him," Bigirwa added.
One of Sejusa's lawyers, Joseph Luzige, told us he had refused to
participate in the second search at Sejusa's Naguru office by the
Special Investigations Bureau because he considered it illegal.
"Much as I was called to witness the SIB search today [Thursday] I
refused because I consider it illegal." Luzige said. "Why another one
today? "For us we shall not accept the results of this second search."
