Former fighters of the defunct Uganda People's Army (UPA), rebel group, are demanding for their certificates and resettlement packages, to help them reintegrate into society.
The ex-combatants headed by Peter Otai, minister of defense in Obote's second government fought against the government of President Museveni, between 1988 and 1992.
They have frequently stormed the eastern region amnesty office in Mbale claiming they have never been given their resettlement packages and certificates of pardon. Most of them expressed fear that they could be prosecuted in future for failing to show their certificates.
But Soroti Resident District Commissioner, Omax Omeda, a former UPA top commander, says the former rebels are not entitled to any package, because they surrendered under the blanket presidential pardon which had no terms.
