Bugungu ask government for own cultural institution

An ethnic group in Bullisa District has demanded to secede from Bunyoro Kingdom, claiming that they are being marginalised.

The Bagungu issued a press statement on Thursday asking the government to recognise the Bukama Bwa Bagungu cultural institution. According to the statement, the group had suffered from living in the shadows of other ethnicities. "Kigungu culture is unique from that of Nyoro and other neighbours. There is need to preserve and promote it through a well-instituted cultural institution for Bagungu," the statement reads in part.

However, Bunyoro's prime minister, the Rev. Jackson Nsamba Kasozi, said the kingdom had not yet officially received a communication from the group about their claims. "We shall respond after receiving official communication and hold relevant consultations," Rev Kasozi told the Sunday Monitor by telephone on Friday.

Oil shares
The secession talk comes at a time the Omukama of Bunyoro Solomon Gafabusa Iguru is demanding a 12.5 per cent share of the oil resources discovered in Hoima and Buliisa. Culturally, the Omukama owns all natural resources in the kingdom in trust of his subjects. Bugungu's breakaway means the king will lose trusteeship of all the natural resources in that area.

The ethnic group said the 1995 Constitution states that they are an independent ethnic group from Banyoro. 
The Bagungu's 15-man committee comprised of the district speaker, Mr Amama A. Didan, and town council chairperson, Mr John Bazaire, said their language, traditions, customs, norms and values were being eroded.

"The Bagungu need to rediscover themselves to fight against this extinction," they said.
According to their statement, the Bugungu palace and headquarters will be located in Waisoke and Waiga areas.

They said the king will be elected by the electoral college comprising five clans heads, adding that the latter will determine the qualifications of the kingdom head.
