Even this one will have no Impact
 
The English were in Uganda and the rest of East Africa rule for about 60 years. In between that period grasslands, hills and bushes were turned into farms, towns and cities. Truly, Dark African as they then described them saw the light. Some hospitals, roads and railway transport and factories were established particularly in Uganda.
 
That is 60 years only.
 
In half the same period – Uganda has street children, scores are murdered in cold blood on a daily basis (Africanisation), dysfunctional hospitals, no public transport system and prisons a full to the brim with citizens and more are being built.
 
Journalist Robert a prospective investor was proposing to build prisons, into a business in a Wild West style.
 
That is what the Uganda Budgets are intended to rectify. And you also tax water don't mind Uganda was once the source of the Nile before it was rediscovered in Burundi or now Congo.
 
Africans government must concentrate on designing and building town and cities and housing. These must be sustainable: economically, environmentally and socially.
 
In the budget, there was no allocation for town planning and development- albeit giving agriculture a high stake as if village people are buying foodstuffs in huge amounts!
 
As if that was not enough, no - I think there is something wrong with Africans.
