[UAH] KCCA, WHO IS CONSTRUCTING?

It is unusual to have such a big construction going on in the city without any board showing the Name of the building, the constructors, etc.  Why does not the attached building have the particulars displayed?  The building is opposite Main Post Office. William Kituuka
