KAMPALA

The police have searched the home of a 24-year-old man, accused of writing a book that contains defamatory content against President Museveni.

Three plain-clothed police detectives searched Mr Norman Tumuhimbise's home in Kasubi, a Kampala suburb, on Friday afternoon following his arrest the previous day near Parliamentary Buildings.

He is working on a manuscript for the book "Behind The Devil's Line". A preview of the book says it has an insert of a DVD that shows what Museveni promised Ugandans on January 26, 1986 and what he has done for the last 27 years.

The book's cover has a picture showing the brutal attack on opposition leader Dr Kizza Besigye in April 2011 during the Walk0-to-Work protests. Mr Tumuhimbise was reportedly initially taken to the Criminal Investigations and Intelligence Department (CIID) in Kibuli for interrogation but later detained at Jinja Road Police Station.

The deputy police spokesperson, Mr Patrick Onyango, said the Force is compiling files to charge the author with "publication of defamatory matter". "His book is full of lies that even a Primary Seven pupil can see it when he reads. We are compiling our files and possibly next week, we shall produce him in court," Mr Onyango said.

Mr Tumuhumbise was a personal assistant to Ms Olive Kobusingye, a sister of opposition leader Dr Kizza Besigye, until last year. Ms Kobusingye was involved with a similar run-in with the government when a book she had authored titled: The Correct Line? Uganda under Museveni, was initially denied entry into the country by government minders in 2010.

Yesterday, Ms Kobusingye said this incident is "the latest sign of lawlessness and absence of constitutionalism in the country". "If we step back from those specific incidents, we realise that there are many structures like Parliament which exist but are just a façade to fool the people," Ms Kobusingye said.
