More than 28, 870 pupils under the Universal Primary Education (UPE) system in Soroti District sit on the floor and under trees, something authorities have singled out as one of the factors affecting the programme's performance in the district.
Releasing the figures during the Teso leaders meeting recently, Mr Paul Okitoi, the district planner, said out of the 58,399 UPE pupils in 112 government primary schools in the district, only 29,529 pupils have access to desks, saying this has created an atmosphere that is not suitable for proper learning.
Mr Okitoi added that of the required 1,081 classrooms, the district has only 862, with various schools having more than 140 pupils in a single class.
More money needed
"To fix the problem, we need about Shs33 billion," Mr Okitoi said. Mr Okitoi said there are plans to bridge the gap but it's often limited, acknowledging that in some financial years, the budget can only cater for two classrooms given the meager budget allocations. He added that more teachers' houses need to be constructed quoting that the district has only 191 teachers' houses against the ideal number of 864.

Ms Angela Atim, the Katakwi District education officer, said only Shs274 million was allocated for the district education sector last financial year, with many gaps ranging from teachers' houses, toilets and classrooms needed to be fixed to ensure smooth operation of UPE programme. "It's really a tight budget for all the schools to benefit from," Ms Atim explained.
