Renowned veteran NRA bush war General Jim Muhwezi, also former minister of various portfolios in the NRM government was last week robbed of his briefcase, iPad and mobile phones at a London airport. He was travelling from Heathrow Airport to Gatwick when he realized that his luggage was missing.
The daring brief case theft has since attracted thousands of conspiracy theories. Jim himself confessed that some white men, probably from Eastern Europe, had hatched a deliberate plot to steal the brief case from him. He however, hastily ruled out any political motive in the heist.
It has come to our attention that the government is deeply worried that the veteran bush war General might have moved with state secrets with him to the land of the queen which he lost to unknown people who could be enemies of the NRM government.
The fear is derived from the fact that Muhwezi, who once served as Director General of both the Internal/External Security Organizations (ISO and ESO) and also held several Cabinet positions, might have kept state secrets on his accessories which he could have lost to dangerous elements in the diaspora.
A political analyst revealed that; "The United Kingdom is full of people who are believed to be hostile to the Ugandan government. Many of them worked for the previous governments which Museveni overthrew. They could have made good use of the opportunity to steal from the former spy chief of the NRM government."
But Jim claims that he had travelled to London on Parliament business as part of a delegation to attend CPA (Commonwealth Parliamentary Association) meeting and to attend the graduation ceremony of his two daughters.
Now sources from intelligence have revealed that they are jittery about the nature of the items he (Jim) lost to ascertain could include some serious state secrets that could have been snatched from him.
Another conspiracy theory from the opposite side of the divide suggests that Jim might have been robbed by agents of the Ugandan state who wanted to know what he was carrying with him to London where, another senior UPDF General is holed up.
The Cynical Theory
It's widely believed that Maj Gen Jim Muhwezi was in the process of meeting fugitive Gen David Sejjusa who has been in the news for poking the leadership style of President Museveni and his alleged desire to prop up a monarchy within a republic.
Gen. Ssejjusa has since gone rebellious and decided to rally his bush war colleagues to join him in the struggle to remove President Museveni from power. Muhwezi's London visit has put the Kampala establishment on tenterhooks as they believe that anything can happen.
Muhwezi has been in the not-so-good books of the Kampala leadership for having been involved in a corruption scandal that saw funds meant for tuberculosis and aids swindled. It's believed that he felt betrayed when government arrested him like a chicken thief from his Kololo home.
Although he was acquitted, it's also feared that he could be part of the growing list of disgruntled former bush war historical gurus who want to see peaceful transition of power from Museveni to another leader.
And this conspiracy theory has been given more credibility by the recent visit by another bush war fighter by the names of Brigadier Henry Tumukunde who went to London and doesn't seem eager to come back to Uganda. Tumukunde had been entangled in a court case which dragged on for eight years in the court martial.
On November 2012, the head of Uganda's military court, Brig Fred Tolit ruled that Tumukunde had a case to answer for "spreading harmful propaganda" on a local radio station in 2005. It was alleged that while still a serving army official, Tumukunde made certain remarks on radio without authorization from his bosses which the Uganda Peoples Defence Forces (UPDF) Command regarded as contrary to the Army Code of Conduct, and as disparaging to the name and reputation of the UPDF.
But he was acquitted of the case in April this year with a caution. Upon regaining freedom, Brig Tumukunde traveled to London and has not returned to Kampala prompting some rumors of his flight to spread around town. The London evening post actually published a story suggesting that he had indeed "fled Uganda."
Although he has vehemently denied fleeing Kampala, rumors continue to float that he is not happy with developments back here. And it's highly feared that he might have linked up with Gen Sejjusa and now Rtd Maj. Gen Muhwezi to cook up something nasty. Now the rumor mill abounds that Jim Muhwezi has over stayed his London visit.
Incidentally, all the three bush war veterans, Sejjusa, Tumukunde and Muhwezi once held very senior positions as spy chiefs of President Museveni's intelligence services. With all these theories floating, it's hard to point a finger at a particular credible one. Only time will tell.
