Info from the Internal Affairs Ministry paints a picture of a general panic and apprehension, after newly appointed minister Gen Aronda Nyakairima reportedly flooded the Passport, Pension and Immigration Office with spies immediately after assuming his new office.

Gen Aronda's urgent brief, among others, State House sources told us is to stem the flourishing but sickening corruption as well as theft within the Internal Affairs ministry.

We understand, President Gen Yoweri Museveni zeroed on him, after the Head of State received dossiers pointing out endemic corruption in the Internal Affairs Ministry that has not only stalled service delivery, but also has the potential of undermining security.

Passports for sale to highest bidder

It should be pointed out that the Internal Affairs Ministry has in the recent months been plagued by underhand passport scandals that have seen every Tom, Dick and Harry secure a passport after bribing the responsible officers.

Criminals

But what incensed the President and security more, is that rogues have taken advantage of the corruption in the Passport office to pay for travel documents going on to use them to engage in criminality outside the country, soiling Uganda's image.

For example, it has been reported in the foreign Press about people that have been caught with Ugandan diplomatic passports posing as high-ranking government officials in order to land big deals as well as be granted diplomatic passage.

Terrorists

Foreigners have also taken advantage of the Jinja Road based corruption obsessed passport officials, to obtain passports and use them to move around freely with the intention to destabilize the country or even engage in terrorism activities.

Immigration

Aronda is also expected to shake up the Immigration department, following dossiers to his Commander-in-Chief Gen Museveni that the department was actually endangering national security.

Love for money in the department, intelligence feared, would easily sway the immigration officials into issuing passports to terrorists who could end up causing a disastrous situation in the country. This is why a concerned Gen Museveni has tasked Aronda to shake up the department, replacing the money-minded guys with patriotic Ugandans.

Work Permits

Successive dossiers to the President have also faulted the immigration guys for issuing work permits to fake investors, who end up frying pan cakes and such small businesses depriving Ugandans of the same.

Intelligence is particularly incensed that some of the terrorists that have been caught in the past were found with work permits showing they were in the country legally, yet they had come for ulterior motives.

National IDs

Museveni is on record saying that he pushed Gen Aronda's name for the ministerial job because he wanted a soldier to oversee the implementation of the national ID project.

We understand that Museveni had received intelligence that wrong characters were likely to outsmart civilian leadership at the Ministry to secure IDs for themselves. On getting the official IDs, the wrong doers would fund it easy to move around as the country and implement their motives.
